About The Position

ENSCO Inc is a diverse engineering and technology company that provides engineering, science and advanced technology solutions that guarantee mission success, safety, and security to governments and private industries worldwide. ENSCO provides Systems Engineering and Integration (SE&I) support to the USSF and we are seeking aTechnical Manager to support our Space and Cyber Domains.

Requirements

  • Bachelors degree in an area strong in communication
  • 10 years space related experience within government organizations, including leadership experience.
  • Experience assisting government teams in providing portfolio governance, intake/prioritization, and executive reporting while communicating program health, risks, and decision points to senior stakeholders.
  • Experience delivering budget planning and FYDP/PPBE execution, manage contract performance under FAR/DFARS, and apply risk/EVM practices to improve cost, schedule, and performance.
  • Develop high-performing teams and guide government and contractor personnel through disciplined execution, accountability, and continuous improvement.
  • Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.
  • Strong written and verbal skills including writing reports and presenting results to customers
  • AN ACTIVE DOD TOP SECRET CLEARANCE IS REQUIRED FOR THIS POSITION FOR WHICH YOU MUST BE A U.S. CITIZEN.

  • Master of Business Administration
  • Active PMP (PMI) and Program Manager (PM) Advanced Certification
  • Experience in delivering high performing Cyber efforts and knowledge of the Identity & Access Management (IAM) process
  • Technical cyber and infrastructure modernization background (e.g., NetApp, Cisco upgrades, firewalls) supporting mission environments.
  • Business/partner-facing leadership with experience implementing software/API solutions for major clients and driving contract renewals/revenue growth.

Responsibilities

  • Lead deliveries by translating mission needs into executable plans that produce measurable outcomes.
  • Assist the government team in providing strategic financial oversight of their budget and FYDP efforts, including PPBE planning and execution.
  • Oversee diverse, cross-functional teams (government and contractors) and coach leaders to build high performance, resilience, and accountability.
  • Ensure contract execution complies with FAR/DFARS and DoD acquisition policy while supporting sustainment contracts, quality controls, and security requirements.
  • Establish executive-level communications and governance to surface risks, decision points, and program health with transparency to senior stakeholders.
  • Apply disciplined risk management practices (including EVM) to mitigate cost/schedule/performance risk and improve delivery consistency.
