About The Position

GDC IT Solutions is currently seeking a Technical Business Analyst to work in a hybrid capacity, with 3–4 days on-site per month in Harrisburg, PA.
As a Technical Business Analyst, you will be responsible for bridging business needs and technical solutions, supporting enterprise systems and financial process transformation initiatives.

Requirements

• Minimum of 3 years of experience as a Business Analyst or Technical Analyst in a technology-driven environment.
• Experience with data analysis and visualization tools such as SQL, Excel, or Figma.
• Proficiency in Microsoft Office 365 tools including Teams, Word, Excel, and PowerPoint.
• Experience using Azure DevOps (ADO), including testing modules and work item tracking.
• Strong understanding of Software Development Lifecycle (SDLC) and Agile methodologies.
• Excellent analytical, critical thinking, and problem-solving skills.
• Strong communication and interpersonal skills, with the ability to work with both technical and non-technical stakeholders.
• Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field (or equivalent experience).

Nice To Haves

• Experience as a Business Analyst within government or public sector projects.
• Experience working across multiple domains such as reporting, transaction processing, billing, collections, payments, CRM, or financial reconciliation.
• Familiarity with Microsoft Customer Engagement (CRM) or similar modern CRM platforms.
• Experience with SAP S/4HANA, including modules such as BRIM, FICA, Convergent Mediation, or Analytics Cloud.
• Experience with enterprise financial systems and large-scale business transformation initiatives.
• Knowledge of data migration processes, including ETL across multiple systems.
• Familiarity with project management tools such as MS Project.
• Understanding of ITIL / ITSM practices and methodologies.

Responsibilities

• Lead and perform business analysis activities across planning and requirements gathering phases of projects.
• Facilitate stakeholder meetings to elicit As-Is processes, requirements, and key business needs.
• Translate business requirements into service blueprints, process flows, Agile features, and user stories.
• Support development of technical specifications and collaborate closely with development teams on solution implementation.
• Conduct feasibility studies and analyze existing systems to identify improvement opportunities.
• Develop and execute test scenarios, scripts, and plans to validate solutions against business requirements.
• Identify and define KPIs, including business rules, ownership, and data visualization strategies.
• Manage and track documentation, features, and user stories within Azure DevOps (ADO).
• Perform business process comparisons against best practices and recommend process or system enhancements.
• Support data migration efforts, including ETL processes across multiple systems.
• Maintain strong relationships with stakeholders, including business owners, technical teams, vendors, and clients.
• Provide end-user training and ongoing support for implemented solutions.
• Create and maintain comprehensive project documentation aligned with PMO standards.
• Participate in and lead project team activities related to enterprise system initiatives.
• Stay current with industry trends and emerging technologies to drive innovation.
• Work independently to complete assigned tasks and responsibilities.
• Ensure adherence to organizational standards, policies, and procedures.
• Utilize various tools and technologies to support job functions.
• Perform additional duties as assigned.
