About The Position

The Technical Analyst II – Payroll/Benefits performs a variety of advanced technical and professional administrative functions in support of District payroll and human resources operations. Responsibilities include conducting complex data collection, analysis, reconciliation, and reporting; developing, maintaining, and providing training on payroll and HR systems; and ensuring compliance with applicable policies, regulations, and laws. This position is responsible for supporting district-level payroll and HR processes and systems, including monthly time and attendance, payroll processing, tax and benefits remittance, and the preparation and reconciliation of monthly, quarterly, and annual reports. The role also assists with system maintenance, user access, and training related to HR, payroll, and benefits systems. The Technical Analyst II: Payroll provides analysis and guidance to administration, management, and the School Board, and may require specialized education or certification in areas such as finance, human resources, data systems, or related administrative functions. The role primarily serves internal stakeholders, as well as external partners including government and regulatory agencies.

Requirements

  • Minimum of two to four years of experience in data entry, processing, and reporting related to payroll and benefits
  • High level of proficiency with spreadsheets, particularly Microsoft Excel
  • Associate degree or certification demonstrating proficiency in accounting or payroll processes, required
  • In lieu of formal education, a minimum of five years of experience in payroll processing may be accepted
  • Ability to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions

Nice To Haves

  • Experience with Time and Attendance systems, eFinance, payroll quarterly reporting, and PERS reporting preferred
  • Bilingual candidates fluent in English and Spanish preferred
  • Experience with school district payroll systems and processes preferred

Responsibilities

  • Performs work of a technical nature, requiring specialized skills, knowledge or education specific to the position.
  • Completes data entry and reporting in an accurate, timely manner, meeting strict deadlines, including comparing and reconciling entry to corresponding control information.
  • Coordinates with other staff for the purpose of assuring accurate and timely reporting or training.
  • Informs personnel regarding a variety of procedures and program requirements for the purpose of providing necessary information for completing tasks/transactions, taking appropriate action and/or complying with established guidelines.
  • Maintains a wide variety of information, files and records for the purpose of reporting and preserving data for audit trail or other state, federal or funder.
  • Maintains the highest level of confidentiality and ethics related to processing sensitive employee information.
  • Assists in developing, monitoring or assuring compliance with protocols, policies, regulations, laws.
  • Participates in meetings, workshops and seminars as assigned for the purpose of conveying and/or gathering information required to perform
  • Assists auditors for the purpose of providing required information and coordinating necessary project
  • Prepares a variety of written materials for the purpose of documenting activities, providing written reference, conveying information and/or complying with financial, legal and administrative
  • Recommends policies, procedures and/or actions on issues that relate to field for the purpose of providing direction and/or decision
  • Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work unit.
