About The Position

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Policy and Programs Group. As a Technical Advisor, GS-0301-14, you will serve as technical advisor to the Policy and Programs Group Director and Deputy Director providing technical guidance and expertise on complex, cross-cutting legal issues and questions affecting existing and new models and potential future models.   • In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1.Providing technical legal expertise to senior leadership on complex, cross-cutting legal matters using analytical skills and independent judgement, AND, 2. Developing center-wide legal policies that integrate CMMI's multiple payment model designs while accommodating future innovation and regulatory evolution, AND, 3. Interpreting and formulating proposals for amendments to the Center for Medicare & Medicaid Innovation's (CMMI) statutory authority, including recommendations submitted to OMB for Presidential Budget consideration.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
  • Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Responsibilities

  • Provide technical leadership to a highly technical professional staff.
  • Serve as the Center's principal subject matter expert on interpreting CMMI's unique statutory authority and on crosscutting legal issues and questions, with an emphasis on providing technical legal support and guidance.
  • Independently identifies and proactively proposes modifications to CMMI's statutory authority or other laws, regulations, or policies to reflect changes or trends in the health care industry.
  • Develop and draft legislative proposals to modify CMMI's statutory authority for potential inclusion in the President's Budget that is delivered to Congress each year.
  • Serve as principal CMMI-wide liaison to internal and external offices, partners, and stakeholders, including OGC and the interagency Fraud and Abuse Waiver Team, on legal issues.
