About The Position

The WSLCB Human Resources Division is announcing an exciting opportunity for a Talent Development & Recruitment Supervisor (HRC4) located in our Headquarters Office in Olympia, WA. This position reports to the HR Operations/Labor Relations Manager within the Human Resources Division. This position serves as the professional expert in training, employee development, and recruitment and selection to assure compliance with state and federal laws, to promote best human resource management practices, and provide exceptional recruitment and training programs for WSLCB's workforce.  This position works closely with division directors, managers, supervisors, and employees to develop and implement complex recruiting strategies that have immediate and significant impact on WSLCB's ability to find, attract, and place the most qualified candidates. Additionally, this position designs employee development and training plans/programs that support the agency's strategic direction and goals. Activities will include curating, developing and delivering learning curriculum and content.  This position supervises and directs the work of two agency recruiters (HRC3 and HRC2). Requirements

  • Seven (7) years of combined relevant experience and education in business, human resources, social or organizational behavioral sciences, training and development or other related field. Relevant professional experience is within an area related to human resources.
  • At least six (6) months' experience in recruitment, selection, and talent management.
  • At least one year experience developing and delivering training materials to professional level staff.
  • At least one year supervising or leading staff.

Nice To Haves

  • Six (6) months experience with NEOGOV (Washington state government recruitment software).
  • Six (6) months experience with The Learning System (LMS) (Washington state government training management system).
  • Experience with interpreting and explaining civil service rules, collective bargaining agreements, and HR related polies.

Responsibilities

  • Administer the recruitment and selection process ensuring that recruitment and hiring activities are conducted fairly and equitably and are carried out within the parameters of employment law, rules, and collective bargaining agreements.
  • Develop, standardize, maintain and oversee recruitment process throughout agency to attract candidates to perform WSLCB's mission critical work.
  • Build long-term pipelines of qualified candidates by sourcing candidates from wide and varied sources.
  • Manage WGS, WMS, and Exempt recruitments from start to finish through the Online Recruitment System (OLRS).
  • Monitor equal employment opportunity (EEO) in recruitment process and pull data and reports to related to EEO information and provide status on how LCB is doing on those efforts.
  • Develop and deliver training and presentations on fair employment practices.
  • Develop and maintain outreach efforts for recruitment with online platforms, including social media.
  • Establish position objectives and expectations. Evaluate position descriptions and staff expectations as well as provide evaluations for direct reports.
  • Effectively mentor, train, coach, counsel, and motivate staff to achieve consistently high performance.
  • Guide and support the professional development of direct reports.
  • Meet with division directors, managers, supervisors, employees and other HR team members to develop learning objectives aligned with agency goals.
  • Design, curate, and/or update instructional materials, including e-learning modules and assessments
  • Incorporate adult learning principles, interactive methods and real-world scenarios into training content.
  • Deliver engaging instructor-led training to diverse audiences (on-line and in person).
  • Coordinate workforce development projects that support agency initiatives, assist Labor Relations & HR Operations Manager to ensure that expected results are achieved within specified timeframes
  • Partner with HRC3 Agency Training Coordinator to manage training contracts, communicate key training metrics, collaborate on scheduling, reporting, and other supports.
  • Evaluate and continuously improve training programs to incorporate feedback, performance data, and emerging best practices.
