About The Position

Indiana Public Retirement System (INPRS’) is among the largest 100 pension systems in the United States. The Indiana Public Retirement System is a public pension fund who manages approximately over $50 billion in assets, making it one of the largest in the United States.  We are located in the heart of the city, in downtown Indianapolis, near the circle & across the street from our monumental state house. This position will require Indiana state residency.  This position is not eligible for H-1B or any other kind of temporary or permanent sponsorship for work authorization by the Indiana Public Retirement System. Scope of Position: The Talent Acquisition Specialist is responsible for all hiring needs within the organization, and building, maintaining, relationships with hiring managers, community organizations, and other recruiting sources. The Talent Acquisition Specialist is also responsible for developing new, creative recruiting ideas applying traditional and non-traditional sourcing strategies, and utilizing approved venues to identify and recruit appropriate candidates to fill positions at all levels. The Talent Acquisition Specialist plays a critical role in ensuring the Company hires the best possible talent for all positions.

Requirements

  • Experience recruiting for wide range of positions including customer service, clerical, technical, managerial, finance, investments, legal, etc.
  • Proven experience using traditional and non-traditional resources to attract and identify qualified candidates.
  • Ability and willingness to strictly adhere to standard processes.
  • Experience providing creative sourcing ideas using social media, networking, on-line job boards, and other resources.
  • Full understanding of a various State and Federal Employment Laws, and apply these to INPRS application selection process.
  • Bachelor’s degree in Human Resources, Business Administration, Marketing or related field.
  • At least 3 years of experience in Human Resources with an emphasis on recruiting, sourcing and talent acquisition
  • Experience with using ATS/HRIS systems is required
  • Experience with Linked IN, Linked Recruiter, Talent Mining and other social media platforms is required

Nice To Haves

  • PHR or SHRM Certified Professional (SHRM-CP) certification preferred not required

Responsibilities

  • Manages full-cycle recruiting for non-exempt & exempt positions, including assisting managers with the identification of viable candidates, interviewing, and selection; gathers information regarding education, experience, technical skills, etc., that may not be addressed on the application or resume.
  • Using traditional and non-traditional external resources, sources and entices a qualified pool of both active and passive candidates by conducting searches through creative sourcing techniques including social media, job posting boards, networking, internet mining, professional networking sites, job fairs, campus recruiting, etc.
  • Manages candidate engagement, provides positive candidate experience; maintains responsive communication, and acts as a candidate advocate.
  • Follows up with candidates and hiring managers to obtain feedback regarding both the recruiting process and candidate job fit.
  • Delivers and negotiates employment offers, including collaborating with hiring managers to determine equitable and competitive job offers.
  • Maintains tracking system of all requisition and applicant activity.
  • May assist Talent Acquisition and Workforce Manager as needed, such as workforce planning, career ladder development and succession planning.
  • Establishes and continuously develops networks through industry contacts, university relations, association memberships, and among other sources, to maximize recruitment resources and opportunities for the Company.
  • Utilizes best practices in interviews with potential applicants using Predictive Index  (PI) competency-based assessment model and other assessments to draw accurate conclusions regarding a candidate’s experiences, skills and abilities.
  • Strong collaboration and builds relationships with the management team. Proactively identifies staffing issues and trends before they affect productivity and turnover.
  • Consults with department hiring managers to provide industry trends, updates to ongoing staffing metrics.
  • Ensures adherence to all EEO legislation, the Americans with Disabilities Act (ADA), and other government compliance requirements regarding interviews, testing, and hiring processes.
  • Ensures that follow-up interviews with hiring managers are scheduled.
  • Has extensive knowledge and utilization of managing candidate activity in an applicant tracking system (ATS).
  • Performs other duties or projects as assigned or required.
