About The Position

A3 Technology, Inc. is seeking a senior level Systems Engineer to support the Investment Planning Management (IPM) group, AAP-200, and the Joint Resource Council (JRC) Executive Secretariat. This position will provide support managing programs in the Acquisition Management System (AMS) process seeking investment decisions. This position will also support the Acquisition Oversight Branch, AAP-410, conducts Post-Implementation Reviews (PIR) of the programs and reports back to the JRC. Responsibilities: Perform an independent analysis of various FAA investment programs from a program management perspective. Perform day to day activities in support of the JRC Executive Secretariat and FAA Acquisition Executive (FAE). Plan logistics and develop meeting materials for working groups, meetings, and conferences as required for outreach to the JRC Readiness Process Stakeholders on behalf of the JRC Executive Secretariat. Collaborate with a broad team of process stakeholders with a diverse set of skills in the National Airspace System (NAS) and Mission Support. Coordinate activities with stakeholders and team members and prepare presentations with technical and program management contents for program status reporting. Support and track the work of investment programs and report status periodically. Lead and participate in meetings in support of the FAA customer. Perform Enterprise Architecture impact assessments. Process performance data collection and evaluations. Review, research, and analyze NAS Change Proposals submitted to IPM Division for disposition. Support the Post-Implementation Review (PIR) Quality Officer developing monthly PIR Council reports and PIR Data Readiness Assessment report. Perform technical reviews of PIR documentation. Participate in PIR benefits analysis as Benefits Specialist PIR team member. Participate in PIR financial analysis as Financial Analyst PIR team member.

Requirements

  • Engineering, computer science, operations research, mathematics, or physics degree.
  • 20 years of relevant experience.
  • Strong analytical background and excellent communication and interpersonal skills. Must be comfortable making presentations.
  • Federal Government systems engineering experience, specifically related to large systems acquisition within the FAA.
  • Experience with FAA NAS or Mission Support systems.
  • Experience with the FAA Acquisition Management System artifacts.
  • Experience with FAA Enterprise Architecture artifacts.
  • Experience conducting or participating in PIRs.
  • Extensive and detailed knowledge of FAA NAS systems, investment analysis, solution development & implementation, and engineering practices.
  • Working knowledge of MS SharePoint and Power Apps.
  • Detail oriented, independent, self-motivated, and a proactive team member.
  • Excellent oral and written communication skills effective with operational, technical, and senior management audiences
  • US Citizenship or documented proof of eligibility to work in the US is a must.
  • Upon receiving a conditional offer of employment, candidates will undergo a Government investigation and must meet eligibility requirements for Government clearance.
  • Verification of past employment, education and references is also required.
  • It is imperative that candidates be either a US citizen or a current green card holder with the last 3 consecutive years as a resident of the US.

Nice To Haves

  • High level of proficiency with MS Excel, MS PowerPoint, MS Project, MS SharePoint and other MS Office Products.
  • Proficiency with Google Workspace.
