SummaryThe Supervisor of Contracts & Services manages all aspects of the day-to-day operations of the APS Transmission Contracts and Services (TC&S) department, including staff leadership, performance management, and operational oversight. Ensures compliance with all applicable regional and national reliability standards and represents APS in regional forums and industry groups. Oversees transmission and inter-utility contracts, ensuring alignment with APS’s Open Access Transmission Tariff (OATT), including Transmission Service Agreements and interconnection activities. Participates in and supports joint ownership projects, including budgeting, billing, and coordination with partner utilities. Provides strategic and operational guidance to ensure reliable, compliant, and efficient transmission services while supporting enterprise and regulatory objectives.

Requirements

  • BS/BA degree in engineering, mathematics, business, or accounting and eight (8) years of directly related utility transmission system experience.
  • In depth knowledge of the OATT, utility contracts, and the Federal Energy Regulatory Commission (FERC) Standards of Conduct.
  • Familiarity with Open Access Same Time Information System (OASIS), North American Electric Reliability Corporation (NERC) Reliability Standards, and Western Electricity Coordinating Council (WECC) Regional Reliability Standards.
  • Must possess ability to implement strategic direction related to all aspects of transmission operations, planning, and joint project participation projects.

Responsibilities

  • Ensure compliance with the APS OATT by ensuring all transmission services, interconnections, and other contract activities comply with all applicable FERC requirements, NERC Reliability Standards, and WECC Regional Reliability Standards.
  • Provide oversight in the on-going administration of joint project agreements and the development of new joint projects agreements in accordance with APS and Business Unit strategic goals.
  • Supervise, assign, and facilitate the activities of the TC&S department to ensure that proper strategies and processes are being implemented.
  • Assess technical training needs of the department and provide and coordinate necessary training to meet those needs.
  • Maintain a high awareness of changes in the utility industry via WECC, NERC, and FERC.
  • Responsible for staffing, training, salary administration and performance management of personnel.
  • Provide effective leadership in an environment consistent with APS strategic framework, core values, vision and mission statement.
  • Ensure effective communication with other APS Business Units and other Transmission Partners.
  • Monitors expenditures of unit or area of responsibility ensuring prudent use of company money and resources.
