About The Position

The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. The Division of Administration (Admin) provides a wide range of support services throughout ACS, including building maintenance, real estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production. Detention Construction and Building Operation oversees the day-to-day administrative and operational responsibilities of the Facilities and Skilled Trades Team at each site, as well as contracted construction project management and city agency support. This includes overseeing the successful, comprehensive, and timely execution of several construction projects and routine maintenance, and handling all detention related facility matters. The Supervisor of Mechanical Installation and Maintenance will play a vital role within the Office of Construction and Building Operations (OC&BO), which manages the repairs, maintenance, and capital upgrades for a variety of programmatic facilities within ACS's purview, including two secure detention juvenile justice facilities. Health and safety considerations are paramount in this work.

Requirements

  • Permanent (not provisional) in the Civil Service Title of Supervisor of Mechanical Installations and Maintenance.
  • A four-year high school diploma or its educational equivalent.
  • Four years of full-time satisfactory experience in the installation, repair and/or inspection of mechanical equipment in the areas of heating, ventilation, air conditioning, elevators, and/or plumbing in buildings, facilities, structures and grounds, at least two years of which must have been experience in a building or facility of at least 100,000 square feet or a number of buildings of at least 3 stories each, adding up to a total of at least 100,000 square feet.
  • OR A satisfactory combination of education and experience that is equivalent to the four years of experience required in "1" above. College education leading to a baccalaureate degree in engineering or engineering technology may be substituted for the required experience in "1" above on the basis of 5 semester credits for two months of experience. However, to qualify candidates must have at least two years of the required experience as described in "1" above in a building or facility of at least 100,000 square feet or a number of buildings of at least 3 stories each, adding up to a total of at least 100,000 square feet.
  • Substantial experience in directing the full life-cycle of small to mid-scale mechanical related SCOPES.
  • Ability to ensure timely completion while effectively overseeing all cost controls and monitoring.
  • Strong leadership skills.
  • Excellent project management abilities.
  • Solid understanding of mechanics.

Responsibilities

  • Manage facility repairs, 24-hour emergency response, overseeing maintenance, and coordinating medium to large-scale projects across office locations in the five boroughs.
  • Execute tasks with a high degree of independence and discretion under the guidance of the Assistant Commissioner and Executive Director.
  • Direct the full life-cycle of small to mid-scale mechanical related SCOPES, ensuring timely completion while effectively overseeing all cost controls and monitoring.
  • Supervise a team of skilled mechanics.
  • Directly manage various high-priority agency projects.
  • Supervise and coordinate all maintenance repairs relating to the interior and exterior conditions and appearance of the properties.
  • Assess types of service required for the remediation of repairs using internal or external resources.
  • Ensure that all site-specific documentation and reports are completed accurately and on time, including (and as applicable): Property Information Book, Site Operating Manual, Emergency Procedures Manual, IIPP Manual, Local Code Compliance Log, ADA Compliance Log, OSHA Log, Safety Meeting Log, Elevator Logs, Janitorial Log, Purchase Order Log, Vendor Certificates of Insurance, As-built Drawings, IIPP Manual, Paid Invoices File, General Files, Contract Files, Annual Property Conditions and Year-end Performance Report, and other reports and documentation as required.
  • Oversee facilities and maintenance contracts to assure all contracts are reviewed on a regular basis, ensure the development of specifications and scope of work.
  • Promptly respond to requests from Executives, Detention Leadership and Supervision regarding assessment of issues involving immediate health and safety concerns.
