About The Position

Under general direction, supervises, assigns, and coordinates the daily maintenance functions and activities; ensures adherence to safety rules and procedures; resolves maintenance issues; investigates accidents; inspects systems equipment; trains and/or re-certifies staff; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex maintenance tasks on the Tacoma Link System.

Requirements

Associate’s degree in the Electrical/Electronic Systems Field.
Four years of experience in electrical maintenance/electrical systems troubleshooting and design; Or an equivalent combination of education and experience.
Two years of leadership, budgetary, planning and workforce management experience, preferably in the light rail maintenance field.
This position is considered safety sensitive. It requires a DOT physical that meets standard to qualify for at least a one-year certification under 49 CFR 391.4, and recertification as needed, and a negative drug test.
Following is a description of the circumstances for testing as required by Federal regulations 49 CFR Part 655: random, post-accident, reasonable suspicion, return to duty and follow-up drug and alcohol testing in compliance with Federal Transit Authority DOT alcohol and controlled substances testing program protocols.
Valid state driver’s license (with no more than 1 violation in the past 12 months, exclusive of DUI and reckless driving).
Valid Washington State CDL class B commercial license or the ability to obtain one within 6 months of hire.
Operational characteristics, services, and activities of a transit program.
Use of a multitude of proprietary software interfaces, including Elin propulsion systems, Knorr Brake Systems, Bode Door, Miester, Dilax, SKODA power supply, Thermo-King and Zito DVR software.
Industrial maintenance practices.
A variety of manufacturers equipment manuals, building codes, repair manuals, ladderlogic diagrams, schematics, prints, technical manuals, and forums.
Methods and techniques of vehicle maintenance standards and practices.
Principles and practices of traction electrification, signals, communications, and computer systems.
Pertinent standard operation procedure, standard maintenance procedure, federal, state and local laws, codes and regulations related to public transit services.
Principles and procedures of light rail vehicle repair.
Standard safety applications.

Responsibilities

Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
Coaches, trains, and motivates staff; coordinates and/or provides staff training; manages the workflow and prioritization of projects and measures the performance of the division and all related staff and may take appropriate corrective action or recommends corrective action when necessary; provides advice and counsel to staff; provides input and/or recommends corrective actions, discipline, and termination procedures as appropriate/necessary.
Supervises and directs the daily preventative maintenance; prepares, supervises, and directs the preparation of light rail vehicle (LRV) fleet of light rail trains for daily operations; supervises, directs, and performs maintenance on all systems including 3-phase inverters, battery chargers, CCTV system, high speed circuit breakers, doors, brakes, body and fenders, light and warning systems, bridgeplates, propulsion systems, hydraulics, and locomotion.
Supervises, directs, and performs right-of-way preventative maintenance of track and switch maintenance on track switches; lubricates and adjusts spring switches, correspondence signals, station CCTV and lighting, glassware, performs snow blowing as needed, removes graffiti, and adjust lighting of substations warning devices.
Supervises, directs, or performs corrective maintenance and troubleshooting on any and all systems pertaining to the SKODA light rail vehicles, traction power substations, and overhead catenary system.
Supervises, directs, or performs fabrication of tools, parts, components, and systems for LRV, TPSS, OCS, right-of-way (ROW), TWC, LRV signals, signage, safety equipment, security and fire alarm equipment, and maintenance equipment on an as needed basis.
Directs emergency response and accident investigations for vehicles, LRVs, crane, forklift, and work related injuries; investigates and generates reports and documents pertaining to injuries involving security or the public; acts as a liaison to police and fire departments; directs hazardous material spill clean-ups and supervises work pertaining to environmental issues.
Performs inspections of all equipment, installs or supervises and directs the installation of new equipment, and supervises and directs the engineering of new tools, equipment, systems, maintenance and safety procedures for 3-phase inverters, battery chargers, CCTV system, high speed circuit breakers, doors, brakes, body and fenders, light and warning systems, bridgeplates, propulsion systems, hydraulics, and locomotion.
Provides support to the division/department and others on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
