About The Position

This role supervises, directs, and defines the daily activities of the Licensing Group. This group is responsible for coordinating, preparing, and technically reviewing activities related to maintaining the station's operating licenses and supporting Nuclear Regulatory Commission (NRC) activities, including the NRC inspection program. The supervisor provides expert services to the station on licensing bases and ensures all related activities meet STP expectations and regulatory requirements. Additionally, the supervisor oversees Corrective Action Program (CAP) activities for department corrective actions.

Requirements

  • 5 years’ experience in nuclear power plant operations, maintenance, licensing, or engineering with a strong knowledge of reactor operations and the licensing interface.
  • Without a Bachelor degree in Engineering or other technical area, 5 years additional experience in nuclear power plant operations, maintenance, licensing, or engineering with a strong knowledge of reactor operations and the licensing interface may be considered.
  • Ability to obtain and maintain unescorted access.
  • Successfully complete General Employee Training (GET) as required for position.

Nice To Haves

  • Bachelor degree in Engineering or other technical area.
  • 4 years’ experience in a position that requires frequent and routine interface with the regulator on directly related licensing activities.
  • Supervisory or leadership experience.

Responsibilities

  • Supervises the development and review of documentation and supporting analyses for submission to the NRC, evaluating licensing impact and ensuring technical accuracy and compliance with regulatory requirements and regulations.
  • Identifies the need and prepares applications for required licenses, technical specifications and assorted amendments for the South Texas Project (STP) including identifying and using input from other stations, vendors and/or consultants as necessary.
  • Develops and coordinates the licensing strategy relative to compliance with NRC regulatory requirements.
  • Supervises the preparation of licensing correspondence to the NRC on requests for information, inspection findings, violations, etc.
  • Provides guidance to station organizations relative to compliance with NRC requirements, station commitments, and the licensing basis for complex issues, including input to NRC reporting requirements and operability determinations.
  • Drives the close-out of technical and non-technical regulatory issues, open event reports, inspection findings and violations.
  • Supervises the development and maintenance of department/station policies and procedures related to licensing responsibilities.
  • Serves as the NRC point of contact on matters related to the STP licensing basis, including conducting meetings between STP personnel, contractors, and the regulator.
  • Coordinates activities related to investigations by the NRC Office of Investigation.
  • Monitors organizational activities, evaluates impact of internal and external factors (e.g., technology, regulations, business environment) and implements response plans.
  • Supervises Corrective Action Program (CAP) activities associated with department corrective actions.
  • Ensures development plans are in place and followed.
  • Perform personnel activities for direct reports (promotions, salary changes, counseling, performance appraisals).
  • Prepares and delivers oral and written communications relating to work group and station activities (e.g., reports, presentations, department meetings).
  • Monitors work group reports and recommendations to assure evaluations, assessments and support are effectively developed and communicated.
  • Develops and maintains appropriate technical expertise within the work group to ensure adequate talent to perform meaningful assessments and program oversight.
  • Represents department/company on internal work teams and committees and with external entities.
  • Maintains composure in high stress or adverse situations.
  • Understands and implements company policies.
  • Provides employees with tools and training necessary for them to perform their assignments.
  • Accept ERO position as needed.
  • Accept outage position as needed.
  • Ability to obtain and maintain unescorted access.
