Requirements

  • Possess a Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, General Administration, Business Administration or a closely related field of study AND have had at least two (2) years of full-time clerical or technology experience one (1) year of which was in a leadership capacity; OR
  • Possess an Associate’s Degree or equivalent education from an accredited college or university with a major in Computer Science, Information Systems, General Administration, Business Administration or a closely related field of study AND have had at least four (4) years of full-time clerical or technology experience one (1) year of which was in a leadership capacity; OR
  • Must be a high school graduate or have a certificate of successful completion of the General Education Development Test (GED) AND have had at least six (6) years of full-time clerical or technology experience one (1) year of which was in a leadership capacity.

Responsibilities

  • Plan, assign, direct, and review the work of staff and unit supervisors
  • Provide support to staff and unit supervisors
  • Serve as a liaison between the County Clerk Division and County departments, municipalities, and external stakeholders
  • Efficiently communicate policies, procedures, and updates to staff, partners, and the public
  • Apply broad knowledge of division operations to ensure efficient and effective service delivery
  • Identify operational needs and collaborate with Information Technology on system enhancements and implementations
  • Lead business process improvements and technology initiatives to increase efficiency and effectiveness
  • Analyze reports and provide insight on performance and return on investment
  • Oversee and support staff training related to policies, procedures, and systems
  • Instruct, assign, schedule, check work, appraise performance and recommend employees for increase or promotion
  • Effectively work in consultation with the Chief Deputy County Clerk on hiring, disciplining and discharging employees
  • Plans, assigns, directs and coordinates the work of employees assigned directly and through other unit supervisors providing technical and general clerical support for the County Clerk Division, including the Vital and Legal Record Units, the Troy satellite office and the eService Center
  • Consults with Chief Deputy Clerk regarding division policies and their implementation
  • Makes proposals and recommends procedure changes
  • Responds to questions from department staff regarding policies, procedures, court rules and statutes
  • Provides input from a systems and business perspective
  • May assist in the application for federal and state grants for County Clerk Division programs, and with subsequent grant provision compliance
  • Answers all manner of inquiry regarding office policies and procedures, as well as the functioning of various hardware and software systems
  • Assists customers as needed in support of front-line staff
  • Communicates with vendors to resolve hardware and software difficulties
  • Provides for the instruction of operating departments in the preparation of input data and the interpretation and use of subsequent output generated
  • Prepares and maintains user manuals, training guides, detailed procedures, helpful hint guides, newsletters, etc.
  • Maintains records of difficulties encountered by users and provides recommended solutions to prevent further difficulties after collecting and reviewing related data
  • Reviews and forwards for approval invoices covering contracted and non-contracted services
  • Monitors data flow between I.T. and user departments or agencies to ensure input data is timely and correct and that users receive generated reports as scheduled
  • Communicates with users to ascertain the services desired and reviews specific problem areas relative to the County Clerk Division operations
  • Keeps office staff and stakeholders informed of modifications in procedures, system capabilities and other related changes
  • Communicates and carries out County Clerk Division policies and procedures
  • Assists with acceptance testing of new software installations, enhancements, and upgrades
  • Confirms office policies and procedures comply with local, state and federal mandates
  • Assists or manages local, state and federal mandate changes that require business and technical solutions
  • Develop and monitor departmental metrics/ key performance indicators (KPI) regarding volume, quality, productivity
  • Contributes to the management of the legal self-help center
  • Utilizes current countywide and/or department specific software to complete assignments
  • Other duties as assigned
