About The Position

The Pretrial Supervision and Surveillance Manager oversees the daily operations of the Pretrial Supervision and Surveillance Division. This role involves directing and supporting division staff, ensuring adherence to department protocols, and promoting efficiency and accountability. The manager works closely with judges, prosecutors, law enforcement agencies, and other criminal justice partners to facilitate effective case management and enhance public safety. This position requires leadership, discretion, and strong organizational skills.

Requirements

  • Education: Bachelor's Degree in Criminal Justice, Public Administration, or a related field.
  • Experience: Minimum of five (5) years of experience in administrative support, secretarial work, or equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this position.
  • Licensing & Background Check: Must possess a valid Texas Driver's License and provide proof of auto insurance. Must pass a criminal background check.
  • Ability to oversee and manage daily operations of the Pretrial Supervision and Surveillance Division.
  • Strong leadership skills with the ability to mentor and direct staff.
  • Ability to manage multiple case files, prioritize workloads, and meet deadlines.
  • Proficiency in budget management and resource allocation.
  • Knowledge of GPS tracking technology and electronic monitoring procedures.
  • Ability to collect, analyze, and report program metrics for grant reporting and performance evaluation.
  • Excellent written and verbal communication skills.
  • Strong interpersonal skills, with the ability to interact with defendants, attorneys, and criminal justice personnel in a professional and effective manner.
  • Ability to exercise discretion, professionalism, and good judgment when handling confidential information.
  • Capacity to remain calm and effective in high-pressure or volatile situations.
  • Proficiency in the use of office software, case management systems, and electronic reporting tools.

Responsibilities

  • Operational Oversight: Oversee the daily operations of the Pretrial Supervision and Surveillance Division. Direct, train, and support staff under the authority of the department's director.
  • Staff Supervision: Provide leadership, guidance, and supervision to assigned staff. Assist in handling challenging or unique cases, ensuring proper protocols are followed.
  • Compliance Monitoring: Supervise individuals released on bond with pretrial conditions to ensure adherence to court-mandated requirements.
  • Electronic Monitoring: Oversee the use of Global Positioning System (GPS) tracking devices, ensuring proper installation, monitoring, and response to alerts.
  • Case Management: Manage the supervision of a caseload of defendants, ensuring the proper documentation and reporting of compliance status.
  • Budget Management: Oversee and manage the division's budget, ensuring resources are allocated effectively and expenditures are properly tracked.
  • Data Collection & Reporting: Collect and analyze program metrics for grant-related reporting purposes and ensure timely submission of required reports.
  • Court Attendance & Representation: Attend court hearings and conferences as necessary, providing updates and testimony on defendant status and compliance.
  • Interagency Coordination: Collaborate and maintain strong working relationships with judges, prosecutors, law enforcement agencies, and other criminal justice partners.
  • Drug Testing: Conduct and document random drug testing of defendants as required by court orders.
  • Electronic Monitoring Compliance: Monitor electronic tracking alerts and take appropriate action, including issuing notifications, escalating concerns, and requesting arrest warrants if necessary.
  • Policy Implementation: Ensure that department policies, procedures, and protocols are consistently applied and adhered to by division staff.
  • General Support: Respond to inquiries from defendants, attorneys, court personnel, and the general public concerning cases.
  • Perform other duties as assigned.
