About The Position

Under the direction of the Deputy Director – Bus, leads, organizes and monitors all aspects of bus transportation functions performed by partner agencies/contracted service provider under the terms of existing Partner Agreements. Acts as Sound Transit's liaison pertaining to all transportation-related issues. Leads and performs a full range of technical roles for assigned project(s) or project area(s); communicates and coordinates work activities among Agency staff/consultants and partner transit agencies as appropriate; reviews and audits the work of partner agency, or partner-contracted agencies, as it pertains to maintenance functions on Agency-owned transit vehicles, or contracted Paratransit services vehicles, and ensures work quality and adherence to established policies and procedures.

Requirements

Bachelor’s degree in Operations, Transportation, Management, Business Administration, or related field. Five years of experience with project management in transit, transportation or operations that includes compliance, administering, and monitoring partner agreements, and workforce management experience; Or an equivalent combination of education and experience.
Personnel management and development.
Practical knowledge of business/industry principles as well as transportation and service practices for bus operations.
Transit operations standards including best practices and accepted industry norms.
Principles and procedures of record keeping.
Contract and procurement principles and procedures.
Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities. Research, analysis, data gathering, and methods of preparing clear, concise analytical, administrative, and financial reports.
Positive customer service orientation with both internal and external clients.
Principles and practices of governmental budget preparation and administration.
Principles of business letter writing and basic report preparation.
English usage, spelling, grammar, and punctuation.
Office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
Exercising independent judgment in developing methods, techniques, and processes for evaluating and/or obtaining project results.
Develops effective collaborative approaches to communication and problem solving of maintenance issues between the Agency and partner agencies.
Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
Interpreting and applying applicable federal, state, and local policies, laws, and regulations. -Maintaining good customer relations with positive customer service orientation.
Understanding of principles and practices of governmental budget preparation and administration. Communicating clearly and concisely, both orally and in writing.
Working cooperatively with other departments, Agency officials, and outside agencies.

Responsibilities

Implements and manages essential activities so that prescribed maintenance schedules are adhered to and all vehicle repairs are performed in a timely manner.
Monitors, logs, and prepares reports on all aspects of vehicle maintenance, including preventative maintenance, component rebuilds, vehicle rebuilds, bad order repairs, collision/body repair, routine cleaning, and detailed cleaning being performed on Agency-owned vehicles by partner agencies for completeness and quality of workmanship for an owned fleet of 300+ transit vehicles.
Develops and leads periodic inspections of work orders and monitors compliance with scheduled maintenance activities to ensure all aspects of vehicle maintenance being performed by partner agencies are in accordance with contractual requirements. Performs and leads maintenance audits and prepares comprehensive reports.
Partners with external agencies to address vehicle maintenance issues with special attention given to addressing issues in a team solution-driven manner.
Works cooperatively with partner agencies to ensure adherence to vehicle specifications for the purchase of replacement and expansion vehicles based on Agency needs and partner agency operating/maintenance constraints and base capacity restraints.
Conducts vehicle annual onsite physical inventories of Agency-owned vehicles at partner agency/contractor locations.
Leads annual maintenance audit of Paratransit service vehicles at partner contractor location(s).
Manages and/or performs all in-plant vehicle inspection activities during vehicle manufacturing, and coordinates vehicle inspection vendor(s) for vehicle procurement efforts.
Organizes acceptance testing and revenue service preparation activities with partner agencies/contractor for newly purchased and delivered vehicles.
Coordinates the disposal of surplus vehicles as instructed according to Agency policy state law and FTA policy (as appropriate).
Manages warranty repair claims on Agency-owned coaches.
Provides technical support to projects performed by Agency staff, consultants, and contractors within the ST Express Bus and BRT Programs to ensure adherence to quality, budget, and schedules; plan, prioritize, assign, review, and participate in the work of assigned staff; implements schedules and methods for providing assigned services; identify resource needs.
Participates in the preparation and administration of assigned budget(s); monitor expenditures as it relates to maintenance-related projects with partner agencies.
Coordinates assigned activities and functions with other agency staff, local, state, and federal agencies/jurisdictions, and business partners; interact, share knowledge, negotiate issues, and develop collaborative relationships.
Represents area of assignment, participates on, and provides staff support to a variety of committees, task forces, and boards.
When managing staff, coaches, trains and develops direct reports to become high performing members of the team aligning with agency and departmental values and mission.
Maintains records concerning NTD vehicle maintenance statistics and programs as instructed; prepares status reports and briefings on project status for maintenance and preventative maintenance.
Attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate.
