About The Position

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities. The Intergovernmental Relations Task Force tracks citywide policy across the federal, state, and city levels, coordinates during the city budgeting process, and interfaces with other city agencies, mayoral offices, and key stakeholders on the administration’s priorities. The graduate intern will work on numerous projects to support the Intergovernmental Relations Unit, with a focus on city and state activities, organization and automation of processes, and preparation for the upcoming state and city legislative and budget cycles. Part of the role of the Intergovernmental Relations Unit is to proactively assess and address the thousands of policies that are introduced into the City Council and State Legislative Houses. This often happens on a quick timeline and requires complex, multi-stakeholder engagement. This includes overseeing legislative hearings, analyzing and summarizing policy proposals, and developing written materials on the city’s fiscal drivers, impacts, and outlook, in conjunction with other teams at OMB. Furthermore, the Unit is responsible for coordinating on the city’s budget cycle, which includes the publication of four released budget plans per year and implicates the spending and revenues the city needs to serve New Yorkers. The intern will work on strategic projects across focus areas and agencies. The project will include independent work to automate and standardize processes related to bill tracking, hearing summarization, template building, and policy assessment. They will assist with the development and optimization of multiple trackers for policy developments and elected responses, to inform budget and management operations as they relate to legislative issues, as administrative priorities are progressed. The intern may also conduct one-off research projects on specific legislative, budget, and policy issues. The intern may be asked to work on multiple projects at once and has the opportunity to creatively identify areas of work and in-depth research that would benefit the Unit’s rapid and high-quality response to emerging issues.

Requirements

  • Strong research background and written skills
  • Experience with Adobe Suite and Microsoft Office
  • Experience and skills wrangling data using API, creating coded automated processes (Python preferred), developing automated templates
  • Legislative/policy familiarity and experience preferred
  • Problem solving and creativity – demonstrated ability to work on open-ended questions and problems
  • Team work and collaboration – comfort asking questions, contributing to the group environment, & incorporating feedback
  • General understanding of policy and legislation
  • Understanding of municipal budgets a plus
  • Professionalism and ability to represent the agency in-person, virtually, and in writing with integrity and respect
  • A cover letter is required to be considered for this position.
  • Undergraduate interns must be currently enrolled or accepted into an accredited college or university.
  • Strong analytical, research and communications skills are required.
  • Candidates must have familiarity in MS Word and Excel
  • As of June of the Program year the prospective intern must be a student matriculated in a college or be a recent college graduate (winter/spring term of the Program year).
