For more information about Draper, visit www.draper.com. Manage the full subcontracting lifecycle across the Navy Strategic Systems (NSS) portfolio. The Manager, Subcontracts will be results-driven, deeply knowledgeable in the FAR and DFARS, adept at relationship building both internally and externally, and drive business growth. As a key member of Draper's Supply Chain organization, the incumbent will lead a team of Subcontracts professionals and proactively direct and execute all aspects of procuring and administering complex subcontracts including proposal solicitation and evaluation, negotiation (pricing and terms), flowdown preparation, commercial terms review and negotiation, award and post- award administration including compliance monitoring, scope management, and closeout.

Requirements

  • Deep understanding of FAR, DFARS, and other U.S. government contracting requirements.
  • Proven track record of successful subcontract negotiations and administration.
  • Excellent interpersonal communication, and leadership skills with internal and external customers, suppliers and all levels of management.
  • Demonstrated ability to take part in process and procedural improvement activates.
  • Ability to manage multiple priorities effectively in a dynamic, fast-paced environment.
  • Experience with license agreements and long-term pricing agreements.
  • Strong knowledge of import/export regulations (ITAR/EAR) and their application to subcontracts.
  • Deep understanding of various contract types: CPFF, FFP, T&M, Cost Reimbursement, Cost Plus Incentive Fee, and Firm Fixed Price Incentive.
  • Bachelor's degree in business administration, supply chain management, or a related field; master's degree preferred.
  • Minimum of 10+ years of experience in government subcontract management, specifically within the DoD sector.
  • Minimum of 5 years' experience leading and mentoring subcontracts teams.
  • Applicants selected for this position will be required to obtain and maintain a government security clearance.
  • Secret clearance is required.

Responsibilities

  • Effectively lead, train and motivate a team of five subcontracting professionals in performing subcontract management functions a large government program subcontract portfolio.
  • Responsible for the structure of the team's subcontracts by identifying associated risks, appropriately allocating responsibility, and implementing financial mechanisms used to control overall risk.
  • Leadership role in interpreting terms and conditions, developing risk mitigation strategies and liability protections.
  • Work closely with project team proposal group to develop subcontractor strategies including packaging work and negotiating to support the price to win. Participate in the development of new business.
  • Manage, maintain and ensure team understanding of compliance related to risk and liability and compliance with Draper policies and procedures.
  • Accountable for the negotiation, execution and administration for teams' subcontracts in accordance with company policies and procedures.
  • Track, forecast, manage revenue, and provide input to the estimate at completion (EAC) for all NSS and Strategic Systems subcontracts.
  • Strategically and effectively negotiate and administer multiple high-dollar, high-visibility DoD subcontracts, securing favorable terms, pricing, and delivery schedules for domestic and international subcontracts.
  • Develop and maintain strategic relationships with key suppliers and prime contract stakeholders to enhance performance and mitigate risks.
  • Coordinate export activities in compliance with international regulations and ITAR/EAR licensing requirements.
