The Subcontracts Manager organizes, directs and coordinates planning and production of contract support activities, and is responsible for the overall subcontractor management and maintaining positive working relationships with government officials regarding main subcontractor service calls and preventative maintenance. This position collaborates with management team to oversee effective sub-contract support activities and maintain primary client interface at the contract level. The Subcontracts Manager is also responsible for working directly with the Project Manager to successfully complete projects.

Requirements

  • Four-year college degree in business/legal discipline plus three (3) years of specialized government purchasing experience. (The four-year college degree may be substituted with a High School Diploma or equivalent; plus, six (6) years of specialized government purchasing experience.
  • Working knowledge of Government contracting policies and procedures.
  • Proficiency and experience with federal government procurement specifications and standards.
  • Prior working knowledge of construction and/or service agreements
  • Ability to acquire and maintain government identification/common access card.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • Valid state Driver's License with an acceptable driving record pertinent to the position.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • U.S. Citizenship.

Responsibilities

  • Understands and enforces corporate procurement policies and procedures.
  • Maintain current files or directives, technical orders and instructions pertaining to the work of the subcontractor. Responsible for the accuracy of costs, production reports, and other records reflecting work of the subcontractor.
  • Acts as a liaison between government officials and subcontractors when necessary.
  • Provide guidance on procurement related matters to project personnel, the Proposal Development group and other buyers assigned to the project.
  • Communicate status of current activities to appropriate personnel, including procedural questions, problems encountered, estimated time for completion, etc. Prepare reports for management.
  • Monitor/evaluate subcontract/supplier performance and compliance with the agreement provisions.
  • Review and approve invoices, resolve discrepancies.
  • Prepares and issues request for bids or offers.
  • Reviews purchase requisitions for accuracy and completeness.
  • Participates in the development of specifications and standards.
  • Evaluates proposed prices and terms from suppliers/subcontractors.
  • Conducts price/cost analysis.
  • Coordinates a technical analysis when required.
  • Prepares documents to support the award.
  • Administers subcontracts/purchase orders through close out.
  • Prepare subcontract executions and modifications.
  • Maintains subcontract and purchase order files.
  • Other duties as assigned.
