Subcontracts & Procurement Manager The Subcontracts & Procurement Manager ensures high‑quality partner performance and enables seamless program scaling through performance‑based subcontract management, strong vendor relationships, and rigorous and compliant execution. This role provides end‑to‑end subcontract lifecycle leadership in support of program delivery and emerging requirements while serving as a trusted advisor to PMO, Finance, and Contracts leadership. The ideal candidate brings demonstrated subcontract management experience, extensive experience supporting federal programs, a strong command of the FAR and various supplements, and the ability to independently develop and execute solutions in fast-paced, evolving environments. This role requires a fully autonomous professional who consistently delivers exceptional results with minimal oversight.

Requirements

  • Must be a U.S. Citizen
  • Active Top‑Secret SCI Clearance
  • Bachelor’s degree in Business, Supply Chain, Contracts Management, Finance, or a related field, and 10 years’ relevant experience; or Associates degree with 12 years’ relevant experience; or no degree with 14 years’ relevant experience
  • Demonstrated experience managing low‑ to complex‑level subcontracting and procurement activities in a federal government‑contracting environment
  • Proven ability to draft moderate to complex, non‑routine subcontract instruments
  • Working to mid‑level knowledge of Federal, UCC, public acquisition regulations, and applicable contracting principles
  • Experience developing and executing subcontract negotiation strategies and leading negotiations on complex issues
  • Direct Experience with Cost‑Plus and other federal contract types and their impact on subcontract structures and risk
  • Knowledge of CPSR requirements and experience supporting audit and compliance reviews
  • Strong analytical and critical‑thinking skills with sound independent judgment
  • Excellent written, verbal, and interpersonal communication skills, including presentation capabilities
  • Demonstrated ability to collaborate across Contracts, PMO, Finance, and executive leadership
  • Strong organizational and time-management skills, with a proven ability to multitask with precision in fast-paced, deadline-driven environments and rapidly adjust to shifting priorities.

  • Proficient with Microsoft Office Suite.

Responsibilities

  • Lead subcontract solicitation efforts from requirement definition through award, including development of subcontractor RFPs, evaluation criteria, and selection documentation
  • Manage the consent to subcontract process and requirements, coordinating internal and external stakeholders to ensure timely approval and full regulatory compliance
  • Analyze unique subcontract requirements, terms, and conditions to ensure compliance with Federal Acquisition Regulation (FAR), General Services Administration Acquisition Regulation (GSAR), and various other supplements, Truthful Cost or Pricing Data statute, customer requirements, and internal policies
  • Draft, negotiate, and execute subcontracts, consulting agreements, teaming agreements, and NDAs aligned with program and business objectives
  • Ensure subcontract structures support performance‑based outcomes, scalability, and cost‑plus contract requirements
  • Manage subcontract change control processes, including scope adjustments, funding modifications, and period‑of‑performance changes
  • Proactively track and manage prime contract and subcontract funding ceilings, commitments, and obligations and ensure compliance with Limitation of Government Obligation, Limitation of Cost, and Limitation of Funds requirements between ITility and all subcontractors.
  • Develop subcontract negotiation strategies in coordination with the Contracts Director, PMO, and Finance
  • Lead negotiations on moderate to complex subcontract and procurement issues, exercising sound judgment and creativity while adhering to all prime contract terms and conditions
  • Resolve subcontract issues and disputes while protecting program performance, commercial interests, and contractual compliance
  • Provide authoritative contractual guidance to PMO, Finance, and program teams regarding SOWs, deliverables, pricing structures, and terms and conditions
  • Serve as the focal point for subcontractor communications across contracts, finance, and program stakeholders
  • Analyze changes in laws, regulations, and contracting trends and advise leadership on business and performance impacts
  • Assess subcontract risk and recommend mitigation strategies aligned with program objectives and corporate governance
  • Ability to clearly and concisely communicate relevant information and synthesize data for senior leadership. Provide expert counsel to management on contractual rights and obligations, including the review and interpretation of contract terms and conditions
  • Proactively oversee subcontractor milestones, deliverables, deadlines, and independently execute contractual remedies to address performance or compliance deficiencies
  • Provide business‑oriented subcontracting support with an understanding of cost structures, funding profiles, and profit‑and‑loss impacts
  • Support ITility’s Small Business goals and activities, small business subcontracting plans, and reporting requirements
  • Collaborate with PMO leadership to align subcontract strategies with evolving program and mission needs
  • Build and sustain trusted relationships with internal stakeholders and external subcontract partners to enable performance and scalability
  • Implement subcontracting processes in full compliance with ITility’s contracting policies and requirements, while identifying necessary deviations from standard approaches and recommending alternative strategies when appropriate. Ensure subcontracting practices meet corporate governance standards, audit expectations, and compliance standards, requirements including but not limited to Contractor Purchasing System Review requirements
