About The Position

Parsons is seeking an exceptionally talented Subcontract Program Manager to join our team overseeing border wall construction across the southern United States. In this strategic role, you will collaborate with program leadership and the Parsons Subcontracting team to drive procurement excellence—from developing scopes of work and technical evaluations to managing subcontract requisitions and advising on subcontracting strategy. Your expertise will be instrumental in ensuring successful program execution through effective supplier partnerships and contract management! Note: US Citizenship is required for this position.

Requirements

  • US Citizenship with ability to obtain DHS suitability determination
  • Bachelor's degree in Engineering, Business, or related field
  • 10+ years of related experience including firm fixed price projects over $50M
  • Knowledge of federal contracting principles, FAR/DFAR, supply chain management, CPSR guidelines, and PMI practices
  • Expertise in procurement/contract administration, financial management, and organizational practices
  • Proficiency with modern office technology and strong written/verbal communication skills

  • Maintain positive working relationships and exercise independent judgment in sensitive situations

Responsibilities

  • Manage cost, schedule, and technical performance of subcontractors/suppliers; serve as Cost Account Manager (CAM) tracking proposed vs. actual costs
  • Coordinate between Technical Teams, Program Office, and Supply Chain; develop SOWs, sole source justifications, technical evaluations, and price analyses
  • Conduct supplier capability assessments and lead source selection processes ensuring compliance and proper fit
  • Establish payment terms and contract types (FFP, CPFF, T&M); develop requisition release plans and schedules supporting on-time performance
  • Maintain accurate program records and ensure contractual compliance throughout performance period
  • Provide daily written/photographic documentation of subcontractor work activities, progress, deficiencies, and change order defense
  • Develop Quarterly Business Review (QBR) program with supplier scorecards measuring cost, schedule, quality, safety, and responsiveness
  • Analyze cost/price elements in proposals, bids, and change orders; review and approve invoices based on work performed
  • Oversee subcontractor compliance with quality control plans; coordinate with QA managers and address material/work issues
  • Liaise with Engineering on technical questions; develop REA processes; ensure CPSR compliance and stay current on FAR/DFAR regulations
