About The Position

This position oversees and administers all billing, accounts receivable, and financial compliance functions related to the Post-Secondary Enrollment Option (PSEO) program, third‑party sponsorships, military education benefits, and student account management (specifically, third party debt collection and payment plans). The role ensures the accuracy, integrity, and timely submission of financial and student account data within ISRS; prepares and reconciles invoices and customer accounts; and provides expert guidance on policies, contracts, and billing procedures to internal leadership, external agencies, schools, and students. The position serves as a key liaison for third‑party funders and military education programs and leads collection processes in alignment with state and system requirements. Through detailed analysis, communication, and problem‑solving, this role supports institutional financial operations while delivering clear, policy-aligned assistance to students and staff regarding account activity, payment options, and financial obligations.

Requirements

  • Knowledge of basic business and governmental accounting sufficient to analyze, interpret, and prepare financial information, records and reports; locate errors; and recommend solutions to procedural or other fiscal problems.
  • Knowledge of the MinnState accounting systems, or other private or governmental accounting systems, sufficient to query and compile records and reports, and to process financial and other transactions.
  • Skills in math sufficient to calculate, review and reconcile data, and balance accounts.
  • Working knowledge of electronic spreadsheets, database management, word processing software, computers, and other office equipment.
  • Ability to communicate effectively with internal and external customers.
  • Customer service skills sufficient to provide courteous and efficient service and ability to communicate effectively with customers including the public, students, residents and their families, and employees of other state agencies, sufficient to explain policies and procedures and deal with complaints from clients who may be hostile, confused or agitated.

Nice To Haves

  • Two-year accounting degree or three (3) years of equivalent experience.
  • Analytical thinking and high attention to detail with ability to understand and effectively carry out complex oral and written directions.
  • Time management and organizational skills sufficient to organize workload and meet deadlines while ensuring records are accurate and retrievable when necessary.
  • Ability to multi-task and quickly adapt to changes in policies, processes, procedures, and priorities.
  • Working knowledge of laws, policies, procedures, and Legislative Auditor, Department of Finance, and State Treasurer requirements for completing assigned job responsibilities.
  • Ability to mentor, train, and educate others during significant periods of change.
