About The Position

PEMCCO is seeking a Structural Engineer to provide structural analysis, assessment, and design support for track‑associated infrastructure and interfaces that enable safe and reliable rail operations. This role supports rehabilitation planning, design integration, field issue resolution, and construction‑phase technical support for track‑related capital work. PEMCCO, Inc. is an integrated Information Technology, Information Management (IT/IM), Systems Engineering, and Technical Services firm supporting infrastructure, transportation, and capital program delivery environments. Requirements

  • Bachelor’s degree in Structural Engineering, Civil Engineering, or related discipline.
  • Active Professional Engineer (PE) license in the State of Maryland.
  • Minimum ten (10)+ years of experience on railroad, rail transit, bridge, or transportation structural projects.
  • Demonstrated experience preparing structural designs and technical documentation for public infrastructure work.
  • Authorized to work in the United States with the ability to satisfy MTA project access and security badging requirements.
  • Ability to support field inspections, structure walks, and project site reviews in active rail or construction settings.
  • Ability to work effectively across engineering, inspection, and construction stakeholders.

Nice To Haves

  • Experience with rail bridges, retaining systems, support structures, or track-adjacent structural rehabilitation.
  • Familiarity with dynamic loading, vibration, constructability, and public-sector rail delivery practices.
  • SE license or advanced structural coursework preferred.

Responsibilities

  • Perform structural assessment and design for track-associated infrastructure, including retaining elements, support structures, crossings, and related rail-adjacent facilities and systems.
  • Evaluate deterioration, deficiencies, loading conditions, and structural behavior that may affect track performance, asset reliability, or operational safety.
  • Prepare structural calculations, plans, details, notes, specifications, and other design documentation supporting rehabilitation and capital improvement work.
  • Coordinate with track, civil, and geotechnical engineers to develop integrated rehabilitation concepts and resolve interface issues.
  • Participate in field reviews and condition assessments of associated structures, supports, and rail-adjacent assets affected by or supporting trackwork.
  • Review contractor submittals, shop drawings, field changes, and construction-related proposals for structural conformance and design intent.
  • Support investigations involving dynamic loading, vibration, settlement interaction, or structural impacts to track systems and associated infrastructure.
  • Assist with value engineering, constructability reviews, and technical issue resolution throughout planning, design, and construction phases.
  • Support preparation of reports, memoranda, design packages, and as-built documentation updates.
  • Contribute to quality reviews and interdisciplinary coordination across multiple task-order assignments.
