About The Position

PEMCCO is seeking a Civil Engineer to support the design and coordination of civil infrastructure elements affecting track systems and rail corridor performance. This role focuses on drainage, grading, utilities, and corridor integration, ensuring trackwork solutions are technically sound, compatible with site conditions, and aligned with broader capital project requirements. Requirements

  • Bachelor’s degree in Civil Engineering.
  • Active Professional Engineer (PE) license in the State of Maryland.
  • Minimum ten (10)+ years of experience on railroad, rail transit, or complex transportation infrastructure projects.
  • Demonstrated experience preparing civil design deliverables and supporting multi-discipline public infrastructure assignments.
  • Authorized to work in the United States with the ability to satisfy MTA project access and security badging requirements.
  • Ability to perform field visits within active transportation, maintenance, or rail environments.
  • Ability to support multiple work orders and changing priorities while maintaining quality and responsiveness.

Nice To Haves

  • Experience with rail corridor, guideway, station-adjacent, yard, or maintenance facility civil work.
  • Familiarity with MDOT/MTA or similar public-sector design and delivery environments.
  • Experience with cost estimating, phasing, utility coordination, and construction support on rail capital projects.

Responsibilities

  • Perform civil engineering analysis and design in support of track rehabilitation, modifications, and associated rail capital improvements.
  • Evaluate drainage, grading, utility conflicts, corridor conditions, and subgrade-related issues that affect track performance, constructability, and long-term maintainability.
  • Coordinate with geotechnical resources regarding settlement, support conditions, drainage concerns, and related factors that influence track stability and rehabilitation scope.
  • Develop civil drawings, technical specifications, quantity takeoffs, cost estimate inputs, design narratives, and other contract-document components.
  • Support preparation of bid packages, design memoranda, schedules, and technical documentation for planning, preliminary engineering, final design, and construction support assignments.
  • Participate in field inspections and site reviews to validate existing conditions, design assumptions, utility constraints, and constructability considerations.
  • Review contractor submittals, RFIs, proposed field changes, and design-related issues affecting civil interfaces.
  • Coordinate closely with track, structural, inspection, and construction support staff to ensure integrated and practical solutions.
  • Support rehabilitation recommendations and alternatives analysis that account for operational constraints, phasing, and long-term maintenance needs.
  • Contribute to value engineering, issue resolution, and quality reviews across task-order assignments.
