About The Position

This position is located in the Street, Traffic & Drainage Maintenance Division of the Public Works Department within the City of Oklahoma City and is under the direction of the Public Works Director. The primary purpose of this classification is to manage and direct the activities of a large, complex division consisting of clerical, semi-skilled and skilled trades, technical, and/or professional staff. Essential job functions include: traveling to worksites to assess project needs and cost estimates for divisional operations; assigning, prioritizing, and monitoring work projects; developing, assessing, and monitoring divisional budgets. This position will be responsible for development of divisional goals and objectives as well as a means to accurately measure whether objectives are being met; reviewing work products and improving work methods and procedures; analyzing bids from contractors to determine the best supplier; reviewing federal, state, and local standards, regulations and guidelines to ensure divisional compliance; monitoring operational expenditures; and preparing complex technical reports for submission to City officials, federal and state agencies, etc. The employee has frequent contact with other City employees, contractors, citizens, outside agencies, etc. to exchange information or provide technical assistance regarding divisional activities. The instructions received define program objectives as well as personnel and budgetary limitations. Work is reviewed by a Department Head for program accomplishments; management effectiveness; and adherence to policies, procedures, and directives.

Requirements

  • Knowledge of and skill in applying administrative and managerial principles and practices.
  • Skill in verbal and written communication using tact and diplomacy.
  • Skill in coordinating and supervising the activities of a large work unit consisting of clerical, semi-skilled and skilled trades, technical and professional staff.
  • Skill in establishing and monitoring divisional performance measures.
  • Skill in assessing needs, calculating quantities, and preparing cost estimates for projects and divisional operations.
  • Skill in establishing and maintaining effective working relationships.
  • Skill in evaluating and monitoring current systems and planning, designing and implementing system improvements.
  • Skill in reading interpreting and enforcing applicable codes, policies, rules and regulations governing the work performed.
  • Skill in financial planning, management, and budgeting.
  • Skill in research and analysis of contract data and operating methods and procedures.
  • Skill in negotiating and administering contracts and resolving conflict.
  • Skill interpreting and applying provisions of a collective bargaining agreement.
  • Willingness to assume responsibility for work performed.
  • Possession of a valid Driver License (Operator).

Nice To Haves

  • Possession of a Bachelor's degree in Management, Public Administration, Civil Engineering, Construction Management, Business Administration, or related field, OR ten (10) years of progressive managerial and leadership experience in a construction-related field.
  • Proven supervisory experience managing a diverse workforce comprised of professional, administrative, and technical employees.
  • Managerial experience in developing, maintaining, and implementing effective processes and policies to improve efficiency.
  • Knowledge and experience in creating and leading high-performance teams.
  • Strong communications skills, as evidenced by effective internal division communications and organizational-wide communications.
