About The Position

Under the general direction of the Chief State Epidemiologist for the Office of the Chief State Epidemiologist (OCSE) Division, performs highly advanced (senior-level) staff services functions. Tasks include planning, directing, and overseeing Division staff services functions such as human resources, training, records management, property management, and coordinating the staff support functions of the Division. This position will ensure timely completion of assignments and action items, will represent the Division on workgroups and committees, will manage special initiatives on behalf of the Division, and will create policies and procedures to promote uniformity of activities.  May plan, assign, and/or supervise the work of others.  Serve as a back-up to administrative functions in the Division. Work is performed under minimal supervision with considerable latitude for the use of initiative and independent judgment. This position is not eligible for teleworking.

Requirements

  • Knowledge of agency rules, regulations, policies, practices and procedures.

  • Ability to direct and organize activities for staff, establishing goals and objectives.

  • Ability to gather, assemble, correlate, and analyze facts and data and to devise solutions to operations problems and translate the impact on operations.
  • Ability to communicate complex information clearly, concisely and effectively, both verbally and in writing.
  • Ability to function as a member of a team.
  • At least 3 years’ experience in assisting and planning staff support functions and related activities
  • Experience preparing policies and procedures.
  • Experience preparing complex correspondence, documents, or reports.
  • Experience coordinating large-scale assignments across multiple areas.
  • Experience communicating with senior or executive level staff.

Responsibilities

  • Coordinate staff services functions of the Division.
  • Promote uniformity of activities through consultation with Directors, Unit Managers, and other personnel to accomplish Division objectives per DSHS policies and procedures, guidelines, and directives.
  • Ensure timely completion of Division actions, monitors Division-level assignments and keeps the leadership aware of assignment status.
  • Represent the Division on workgroups and committees.
  • Manage projects and/or special initiatives on behalf of the Division, as assigned.
  • Consolidate and compile Division information for input to the Chief State Epidemiologist, the Commissioner and other areas as required.
  • Support activities related to staff engagement in the Division.
  • Provide technical expertise in human resources systems and communicates and assesses impact of personnel and administrative policy changes to Division programs.
  • May screen job applications; interview applicants; recommend human resources action; and execute other personnel functions, as required.
  • Plan and conduct orientations for new employees, interns, and volunteers.
  • Update procedures and informational materials, as needed.
  • Assist in addressing workplace improvement efforts resulting from direct report meetings, managers' meetings, town hall meetings, and the Annual Survey of Employee Engagement.
  • Prepare correspondence and reports.
  • Develop Division-wide policies and procedures and correspondence and proofread reports prepared by or routed through the Division for grammar, punctuation, content, accuracy, and adherence to DSHS policies and procedures, as applicable.
  • Review and recommend appropriate action for designated reports, budget materials, and correspondence prior to the Chief State Epidemiologist approval.
  • Assist in planning and developing agendas for Division office administrative staff meetings, weekly direct reports' meetings, managers' meetings, town hall meetings, and other special meetings.
  • Develop and maintain office procedures in consultation with Division administrative staff to ensure efficient and effective office operation.
  • Recommend and approve training of administrative staff, as appropriate.
  • Work closely with the purchasing liaison to monitor all purchasing actions that are sent to the Division to be handled at the Division level.
  • Actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery of Continuity of Operations (COOP) activation.
