About The Position

The Staff Services Officer V reports to the Office of Inspector General's (OIG) Chief of Operations to perform advanced (senior level) staff services work. Work involves planning, directing, and overseeing staff services activities within OIG Operations, including analysis, use of independent judgment, and planning to execute special and administrative assignments and projects to include but not limited to, review and development of policies, procedures, and processes; overseeing administrative procedures that provide for efficient processing of purchasing, travel, human resource material, calendaring, budget, and other logistics and documentation. Prepares, reviews and oversees operational and special reports. Plans and coordinates special and administrative assignments. Performs other duties as required to ensure consistency, timeliness, and accountability. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of health and human services programs, policies, and procedures.
  • Knowledge of office management and human resource administration.
  • Skill in coordinating activities, in the use of computers, and in critical thinking.
  • Ability to study and evaluate programs and propose recommendations.
  • Ability to interpret and apply HHSC and OIG policies and procedures.
  • Ability to analyze and solve work problems.
  • Ability to make decisions affecting the operation of administrative services functions.
  • Ability to communicate effectively.
  • Ability to work cooperatively as a team member in a fast-paced, deadline-orientated environment.
  • Strong planning and organizational skills.
  • Ability to perform work with a high degree of attention to detail.
  • Skills using MS Word, PowerPoint, and Excel or similar programs.
  • Graduation from an accredited four-year college or university with major coursework in human resources, public or business administration or a related field.

  • Experience in office management, business administration, or human resource administration is preferred.

Responsibilities

  • Prepares, reviews, and oversees the preparation of operational and special reports.
  • Plans and directs staff services functions such as human resources, purchasing, calendaring, travel, staff requests, and other logistics activities.
  • Plans and coordinates special and administrative assignments and programs.
  • Assists in planning, implementing and tracking new initiatives or ideas.
  • Independently researches, analyzes, and evaluates complex program and policy issues; writes, edits and/or reviews briefing papers and program responses.
  • Assists with projects and assignments.
  • Coordinates responses to requests; ensures responses are timely and accurate.
  • Prepares, reviews, edits, and tracks high quality written documents, including project updates, summaries, memoranda, issue papers, status updates, presentations, agendas, and special reports.
  • Sets goals and objectives, makes assignments, provides direction, reviews and approves work products.
  • Manages responses to various assignments, program inquiries, and customer requests.
  • Acts as liaison to other program staff and other agencies or HHSC divisions concerning programs and initiatives.
  • Provides input and technical assistance and guidance to staff (internal and other HHSC divisions) in the development and implementation of activities and initiatives.
  • Manages and coordinates administrative support activities within Operations, including develop, evaluate and interpret administrative policies and procedures; review/approve project updates, develop and edit reports, and approve and track personnel actions.
  • Consults with staff to identify program needs, resolve problems, and discuss program effectiveness.
  • Prepares organizational charts and assists in screening and planning interviews of applicants for employment.
  • Performs other duties as assigned.
  • Keeps manager informed as required or as necessary.
