About The Position

The Staff Services Manager I (Specialist) serves as the Department of Developmental Services' (Department) primary subject-matter expert in the Office of Community Appeals and Resolutions (OCAR). The SSM I (Specialist) independently performs the most complex, sensitive, and policy-impacting analytical work related to OCAR's statewide complaint, appeals, and resolution processes. This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave. Requirements

  • You will find the Minimum Requirements in the Class Specification.
  • A Statement of Qualifications (SOQ) is required and is a narrative discussion of the candidate's education, experience and/or training that would qualify him/her for this position, related to the Minimum Qualifications, Knowledge and Abilities, Special Personal Requirements, and Desirable Qualifications. The SOQ must be typed in 12-point Arial font, single spaced, and be no more than two pages in length.
  • Discuss your experience working with diverse communities (regional centers, state agencies, families, advocacy groups, etc.). How did you build effective relationships and ensure clear, accurate communication?
  • If you are using list eligibility from an on-line exam to qualify for this position, you MUST include with your application any documentation (i.e., copy of transcript, degree, license, etc.) to verify meeting the MQ's or you may not be considered for the position.
  • The MQs will be verified prior to interview and/or appointment. If it is determined that an applicant does not meet the MQs of the classification, the applicant may not be considered and withheld from the eligible list.

  • Knowledge of: The Lanterman Act, federal Individuals with Disabilities Education Act, and programs, policies, and activities of the developmental disabilities services system; principles of informal and formal dispute resolution, including informal and formal practices principles, practices, and trends of policy formulation; governmental functions and organization at the state level; the Department's goals and objectives; advanced skills in data analysis, infographics, and Microsoft Office, with emphasis on Excel, Word and PowerPoint.
  • Ability to: Plan, organize, and oversee; develop cooperative working relationships with representatives of all levels of government, the public, stakeholders, and the Legislative and Executive Branches; analyze complex problems and recommend effective courses of action. Synthesize data from a variety of sources and disciplines. Analyze data and present information and ideas effectively. Develop, review, and edit sensitive and complex written reports and establish and maintain project priorities.
