About The Position

ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines. The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements. The Capabilities Division coordinates the development of capabilities from capability planning through acceptance and then disposal with the management entities, NATO Headquarters staff and the NATO Governance Structure. This entails synchronizing horizontally across capabilities to achieve coherent efforts and outcomes. The incumbent provides critical administrative support to ensure the capability development meets NATO’s short, medium and longer-term objectives.

Requirements

  • Higher Secondary education and completed higher vocational training in accounting, finance, management, business administration, public administration or related discipline leading to a formal technical or professional certification with 3 years function related experience.
  • Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.
  • At least 4 years post related experience in administration.
  • Strong communication and collaboration skills, including the ability to work effectively in cross-functional teams.
  • Proven ability to communicate effectively orally and in writing, with excellent briefing skills.
  • Excellent analytical and problem-solving skills.
  • A keen eye for detail and accuracy.
  • Proficiency in Microsoft Office suite and Microsoft SharePoint.
  • A team player with the ability to work independently.

Responsibilities

  • Provide subject matter expert administrative support to the range of Strategic Planning cell functions.
  • Coordination and management of appropriate Strategic Planning Cell internal business processes, including but not limited to Tasker Tracker, SPC MS Teams environment, team calendar, team training, routine team meetings, and the staffing of SPC support requests.
  • Coordination of Strategic Planning Cell support to external business processes, including but not limited to strategic planning and portfolio planning meetings; defence planning collaboration, resource planning collaboration, and ACT business processes requiring a strategic or portfolio-level input.
  • Provides support to internal strategic planning/analysis and portfolio planning/analysis business processes as required.
  • Maintain SPC administrative files, SharePoint and Information sites.
  • Support SPC budget and travel planning and administration
  • Supports the development and maintenance of the ACT Strategic Capability Development Plan (SCDP) and related information/reporting.
  • Provides subject matter support to business processes relating to the coordination of strategic planning and portfolio planning
  • Subject matter expert support to the SPCs engagement with defence planning, resource planning, strategic planning, portfolio alignment, architecture and capability implementation activities.
  • Support the development of appropriate business processes, reporting functions and analysis to provide transparency to HQ SACT leadership, stakeholders and Governance.
  • Support the information and data-driven culture in HQ SACT that uses analysis to generate insights, improve decision making at all levels, inform strategy and policy decisions, and improve performance.
