This role is based in San Antonio will travel as required to work sites. Job Description: Support the Defense Health Agency (DHA) Facilities Operation Branch (FOB) as the SRM-PM Lead in managing facility projects and maintenance actions for assigned Military Treatment Facilities (MTF) via the operation and maintenance business processes for facility management operations. Performs work management support services to enable tracking of work performed within the facilities, both preventive maintenance (scheduled) and corrective maintenance (unscheduled repairs), and facility modernization and functional improvement projects. The position would report to the DHA FOB Chief, SRM Section.

Requirements

  • Minimum three (3) years’ demonstrated experience managing medical facilities operations and maintenance strategies, with a minimum of 12 months experience occurring in the past five (5) years.

Responsibilities

  • COMMUNICATION: Performs upward, lateral and downward communication to all entities of the Military Health System enterprise. Maintain contact lists of necessary enterprise-wide stakeholders and engage regularly via phone, email and in-person. Author various products to include Notifications for Visit, Reports of Visit, executive summaries, Training products and Briefs. Contribute to DHA publication reviews. Establish interfaces with installation organizations, primarily the Department of Public Works, Base Civil Engineering and Contracting offices. Liaise with Markets as required.
  • TRAVEL: Performs site visits to MTFs as scheduled and as needed. Travel requirements are extensive. Personnel should expect to be TDY visiting installations they are responsible for up to 50% of the time. While onsite, verify all DHA assets to include Clinical, Readiness, Research, Veterinary, Fisher Houses, etc., and understand where and how each asset is categorized and funded. Conduct full facility assessments and become familiar with all building systems such as envelope, mechanical, plumbing, electrical, fire suppression, fire detection, etc. Prepare combined requirement list of projects for all assigned facilities. Validate current and historical DMLSS Requirement packages. Review package scopes; evaluate need for projects; and review/update project justifications. Review/edit classification of requirement as Sustainment, Engineering, or Modernization Review and evaluate Urgent and Compelling requirements. Become familiar with any MTF “Master Plan” that drives facility requirements and ensure all requirements are listed and comply with DHA Guidance. Assist with developing and coordinating facility assessments (space surveys, infrastructure condition assessments, Real Property validations, etc.) with other DHA Facilities Enterprise (FE) branches as needed. Participate in Scope walks and Bid walks as required
  • FUNDS MANAGEMENT: Understands Sustainment, Restoration and Modernization fund types, Budget Activity Groups (BAG) and how DHA applies them to requirements. Work annual MTF maintenance execution budgets through FMIS. Develop initial Sustainment, Restoration and Modernization distribution requirements for each MTF. Advise MTFs on local MTF funding responsibilities (optional services, personal property, etc.) and assist them in the submission of projected annual budgets and resource validations. Oversee utility submissions. Execute Prior Year Funds Requests for O&M contracts. Know how to read and track Military Interdepartmental Purchase Requests (MIPR), Funds Authorization Documents (FAD) and contracting agency contract modifications. Works directly with the site on any Unfunded Funds Request (UFR) submissions.
  • PROJECT APPROVAL: Participates in DHA requirement validation boards as required. Facilitate the Urgent & Compelling (U/C) process to address emergent requirements and facilitate expedited project approval and funds to the sites as needed. Monitor the Enterprise Project List (EPL) by tracking validated requirements on the EPL, their funding year and providing support to the facility manager and project manager as needed.
  • DATABASE USAGE: SRM-PMs access a variety of databases as parametric end-users to execute their work in support of DHA policies and direction. Each platform has a unique role in supporting the Military Health System enterprise. The ability to navigate and exploit the databases is crucial to SRM-PM success.
  • CONTRACT MANAGEMENT: Primary stakeholder in the Operations and Maintenance Program and assists with meeting contract compliance standards. Assists the DHA with pre-award scope and requirements review and takes contract ownership post-award. Works directly with contracting agencies and facility managers to enforce maintenance contractor compliance, assists with conflict resolution, and day to day contract activities as required. Validate contracting agency funds requests for new awards and Period of Performance (PoP) loads. Monitors the distribution of funding throughout the PoP, ensuring funds are provided to the sites for contract awards.
  • ORGANIZATIONAL COLLABORATION: Tracks all project efforts at each MTF and deconflict requirements that overlap across classification into integrated projects. Monitor all projects approved for design/construction and work directly as needed with the assigned Project Manager and/or Engineer. Gather additional information as required from the site to ensure they will be “Ready-to-Advertise” prior to the established cut-off date by the contracting authority. In concurrence with the DHA Project Management Team, monitor the status of funded projects to ensure they are on time and within budget. Ensure early notification by MTFs for projects that require modification. Secure project coordination sheets or similar documents as needed. Track DD Form 1391 for efforts needing Congressional approval. In addition to deconflicting organizational equity in site-level projects, SRM-PMs will work with the various entities within DHA for overarching mission success.
  • DIRECTOR’S CRITICAL INFORMATION REQUIREMENTS (DCIR): SRM-PMs are the DHA-FE point persons for the DCIR lifecycle. The SRM-PM works with the facility manager to provide a detailed response and create urgent or routine requirements if/as necessary to address the issue(s).
  • ACCREDITATION SUPPORT: Reviews and provides recommendations to improve programs which support The Joint Commission (TJC) and /or The Accreditation Association for Ambulatory Health Care (AAAHC) accreditation. Track mock and actual survey dates. Facilitate Life Safety Drawing review and coordination between MTF and Fire Protection Engineers as requested. Confirm with MTF they use their equipment O&M Manuals and DHA Real Property System Standards (RPSS) in their preventive maintenance program. Work with the MTF to ensure they have a compliant Preventive Maintenance program and Quality Assurance Program in place.
  • SITE LEVEL SUPPORT: SRM-PMs are tasked with being the MTF advocate withing DHA-FE. In addition to the items listed above they will also: Assist sin the development of standardized methodology for the MTFs to enter facility projects into the Project Module of DMLSS-FM. Provide DMLSS-FM guidance to MTF staff based on a working knowledge on how the DMLSS-FM system supports facility management operations and building systems. Ensures the preventive maintenance program meets standards and effectively sustains building operational standards by assisting in the development of a viable facility preventive maintenance program that includes the development of standards, method of reporting and viable performance indicators. Reports and supports Emergencies and Urgent and Compelling requirements in accordance with established DHA policies and procedures. Tracks the DMLSS database asset list on the medical and non-medical buildings supporting MTFs. Understands the difference between Real Property, Real property Installed Equipment and Personal Property. Validate property types using the Mil-STD-1691 publication
