About The Position

Thisisaseniorprojectmanagementandadministrativepositionrequiringtheeffectiveandefficient overall project management of one or more assigned Transit Capital Construction Projects. Requirements

  • Bachelor'sdegreeinengineeringorcloselyrelated field required.
  • At least seven (7) years of increasingly responsible managerial experience in concept planning, preliminaryengineering,designand/orconstructionofurbanpublictransportationcapitalprojects ranging in complexity and scale up to $50 million.
  • Somedirectprojectmanagementexperience preferred.
  • EngineeringLicenserequiredandregistrationasaProfessionalEngineerintheCommonwealthof Virginia preferred.
  • Experienceinbusandrailcapitalprojectsrequired.
  • Mustdemonstrateahighlyeffectiverecordofmanagingprojectstaffandresourcesandworkingwith projects stakeholders to achieve a desirable project outcome.
  • Knowledgeofcomputer-assisteddesignsoftware(suchasAutoCAD)andprojectmanagement software; federal and state requirements regarding public transportation capital projects.
  • Possesses mathematical, technical, and research skills to compile and analyze information from a varietyofsources;toprovideinformationtothepublicinoralorwrittenformandfacilitatemeetings with citizen groups to explain technical engineering issues.
  • Demonstratesskillstoresolvestechnicalconflictsandproposedesignstomeetavarietyofconflicting needs; gather relevant information to solve vaguely defined practical problems and planning and organizational skills to develop and manage engineering programs and projects.
  • Abilitytoread,interpretandupdateprojectaccountingandprogressrecordstoadvisedivision management on the overall status of project expenditures and work progress.
  • ProficiencyincomputinginMSWindowsenvironmentpreferred.
  • Experienceworkingonfederallyfundedtransitcapitalprojectsrequired.

  • Incumbent must be able to move about the office and between floors; utilize standard office equipment;accessfilingsystem/cabinets;andcommunicateeffectivelyandefficientlyinpersonorby telephone.

Responsibilities

  • Providestechnicalandengineeringexpertisetosuccessfullyguidethedevelopmentand implementation of transit capital improvements.
  • Workseffectivelyacrossdisciplines,departments,agencies,andcontractorstomonitorand coordinate the engineering design and reviews.
  • CoordinatesandfacilitatesprojectreviewsandapprovalswithintheDepartmentofEnvironmental Services and with other County departments/divisions as needed.
  • Coordinates with other public and private sector stakeholders including regional and state transportationagencies,developers,civicassociations,andotherpublicgroupsasneeded.
  • Forselectedprojects,managesconsultants/contractorsperformingprojectdevelopment,preliminary engineering, design, construction, scheduling, cost estimating, and project documentation.
  • Responsible for project management, budget control, and quality assurance of assigned projects and responsibleforcoordinatingwithandprovidingtechnicalsupportonprojectsmanagedbyotherstaff or agencies as assigned.
  • PreparesandreviewsRFPorIFBcontractspecifications;reviewsproposalsandbidsoncontractsand proposed project/contract revisions and provides technical guidance; assists in the selection of consultants and contractors.
  • AssistsCountystaffinnegotiatingprojectdesign,schedules,andoutcomeswithcitizengroups,utility companies, other local, state and federal organizations, and other special interest groups.
  • Preparesprojectstatusreportsandpresentations.Prepares,updates,andmonitorsprojectbudgets and schedules.
  • Conductsqualityreviewofprojectoperationtoensureconsistencywithdesignintegrity,contract specifications, and regulatory requirements.
  • Assistsotherstaffinpreparingrequiredreportsandfundingrequeststoregional,state,andfederal funding agencies.
  • Mayprovideprofessionalengineersealandsignatureondrawingsandspecificationspreparedby Engineering Drafters, Engineering Technicians or other Engineers.
