STACK is seeking a dynamic and results-driven Sr. Program Manager to join our Development Department. This role will focus primarily on electric and water utility infrastructure programs across STACK’s development portfolio and plays a key role in coordinating utility strategy, schedules, and risk management at the program level. In addition, the Sr. Program Manager drives the successful execution of development projects by leading the implementation and operation of Program initiatives and serving as a central point of coordination across internal teams. This role ensures seamless collaboration from land acquisition through site activation and handoff to construction. We are looking for someone who excels at getting things done. This means proactively identifying issues, navigating obscure or undefined processes, and engaging the right stakeholders to resolve challenges efficiently. You’ll own the process end-to-end—from identifying problems to gathering subject matter experts, creating actionable plans, and driving execution until issues are resolved. Your leadership, resourcefulness, and ability to bring structure to ambiguity will be critical in keeping projects on track and aligned with company goals.

Requirements

  • Bachelor's degree in Business Administration, Project Management, Engineering or a related field
  • Minimum of 5 years’ experience in program or project management, preferably within a PMO environment
  • Experience coordinating electric and/or water utility infrastructure for large-scale development projects is strongly preferred.
  • Demonstrated success managing large-scale, complex projects with competing priorities
  • Strong knowledge of project management methodologies and best practices.
  • Proven ability to own and drive projects from issue identification through resolution.
  • Exceptional communication and interpersonal skills, with the ability to engage and influence stakeholders across all levels of the organization.
  • Strong analytical skills with experience in risk management and resource allocation.
  • Experience creating and implementing organizational processes to drive efficiency and consistency.
  • Ability to work independently, prioritize tasks, and execute with minimal supervision.
  • Proficient in Microsoft Office product suite and project management tools.
  • Must be eligible to work in the United States
  • Must pass comprehensive background and drug screening

Responsibilities

  • Establish and Enforce Project Management Standards – Define and implement standardized methodologies, tools, and processes to ensure consistent and efficient project delivery across the organization.
  • Drive Execution – Take ownership of projects from start to finish by proactively identifying issues, engaging stakeholders, and managing processes to resolution.
  • Proactively Manage Risks – Collaborate with a project’s subject matter expert leads to identify potential risks or roadblocks early, evaluate their impact, and implement mitigation strategies to minimize disruption to project timelines.
  • Create and Execute Action Plans – Develop detailed action plans to address identified issues, clearly assigning tasks and follow-up actions to stakeholders and ensuring timely resolution.
  • Stakeholder Coordination – Serve as the primary point of contact for cross-departmental collaboration, bringing together subject matter experts, decision-makers, and other stakeholders as needed to address challenges.
  • Optimize Resource Allocation – Assess resource needs, adjust priorities, and ensure efficient allocation of team members and tools across multiple projects.
  • Monitor and Report Progress – Track project timelines, milestones, budgets, and overall status, providing regular, accurate updates through project health reports and meetings.
  • Facilitate Communication – Act as the central hub for communication among project teams, ensuring alignment, transparency, and clarity throughout the project lifecycle.
  • Improve Processes – Continuously evaluate and refine project management and departmental workflows, implementing new strategies to increase efficiency and adapt to emerging challenges.
  • Strategic Planning – Support long-term strategic planning initiatives, ensuring development projects align with STACK’s broader goals and objectives.
  • Quality Assurance – Define, implement and maintain robust quality control measures to ensure all deliverables meet STACK’s high standards for excellence.
  • Budget and Financial Oversight – Monitor project budgets and financial performance, ensuring alignment with overall program goals and proactively addressing any deviations.
  • Close Out Issues – Ensure that all identified issues and action plans are fully resolved and closed out, leaving no loose ends as projects progress to the next phase.
  • Program-Level Utility Oversight – Provide oversight of electric and water infrastructure activities across multiple projects, ensuring alignment with portfolio objectives, development schedules, and long-term operational requirements.
  • Milestone & Schedule Governance – Monitor utility-related milestones, critical path activities, and key dates to ensure projects remain on track; escalate risks or delays as needed to support timely decision-making.
  • Strategic Utility Planning Alignment – Ensure utility strategies (power and water) are coordinated across projects and aligned with regional utility capabilities, regulatory environments, and portfolio growth plans.
  • Cross-Functional Coordination & Accountability – Facilitate alignment across development, construction, energy, legal, finance, and operations teams, ensuring clear ownership and accountability for utility-related deliverables.
  • External Utility & Regulatory Interface – Provide senior-level coordination with utilities, municipalities, and regulatory agencies to maintain visibility into schedules, constraints, and long-term infrastructure planning.
  • Capital Planning Oversight – Oversee utility-related capital planning and forecasting, ensuring consistency with program budgets, assumptions, and strategic investment decisions.
  • Standards, Reporting & Governance – Establish and maintain utility program standards, reporting frameworks, and governance processes to ensure consistent tracking, transparency, and escalation across the portfolio.
