About The Position

The Senior Pricing Analyst is a critical strategic partner within the Proposal Development Center. This role is responsible for architecting competitive, compliant, and profitable cost structures for Federal Government solicitations. This position will bridge the gap between technical requirements and financial execution, ensuring our proposals stand up to rigorous audit standards while winning bids. Working collaboratively with Business Development, Finance, Contracts, and Proposal Managers, the Senior Pricing Specialist develops sophisticated CONUS and OCONUS cost/pricing solutions (typically FFP, FPLOE, CPAF, CPFF, T&M, or LH) and manages the end-to-end pricing lifecycle for time-sensitive requirements, including RFPs, RFQs, and other cost-related submissions.

Requirements

  • Understand OSC Global’s mission, values and strategic focus areas and incorporate knowledge into daily activities.
  • Advanced proficiency in Microsoft Excel, including the ability to build automated, dynamic models for complex pricing scenarios (pivot, macros, and complex formulas).
  • Deep understanding of how fringe, overhead, and G&A rates are calculated and applied to ensure recovery of all costs.
  • In-depth knowledge of the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and Cost Accounting Standards.
  • Familiarity with the unique financial requirements of international work, such as the Defense Base Act insurance, hazard pay, COLA, and tax implications.
  • Ability to conduct competitive intelligence and market research to position the company’s bid for “Best Value” or “LPTA” selections.
  • Ability to translate complex financial data into clear, persuasive, and compliant written narratives for proposal volumes.
  • Deep understanding of complex labor category mapping.
  • Skill in performing sensitivity analysis to identify how changes in labor rates or subcontractor quotes affect total contract value and margin.
  • Proficiency in using market data to justify labor rates, ensuring they are commensurate with required security clearances.
  • Ability to support the proposals team during post-submission negotiations by quickly updating models to reflect real-time trade-offs and revisions.
  • High degree of sensitivity regarding confidential information.
  • Sufficient fine motor skills for use of computers, calculators with an ability to withstand repetitive keyboarding for extended periods of time.
  • Visual and communication abilities are adequate to perform the essential functions of the job.
  • Ability to kneel, bend and twist at the waist on an occasional basis.
  • Ability to reach below shoulder height with regular frequency (desk position) and at or above shoulder height on occasion.
  • Ability to push, pull, carry and lift objects weighing up to 20 pounds on a regular basis, and greater weights on an occasional basis.
  • Ability to safely operate a motor vehicle.
  • Bachelor’s degree from an accredited university in Finance, Accounting, Business, or related field.
  • At least 10 years of DoD contracts pricing experience with increasing responsibility or 10 years of contract vehicle pricing experience at the IDIQ and Task Order level (with at least six years specifically in Task Order pricing).
  • Proven track record of successfully developing DoD CONUS and OCONUS cost analysis and pricing models within the last 3 years.
  • Experience working for a federal IT services company with annual revenue exceeding $100M per year over the last three years.
  • Must be able to do labor category mapping.
  • Advanced Microsoft Excel skill level.
  • Experience with Microsoft Word.
  • Ability to pass a background screening.
  • Ability to obtain and maintain a security clearance.
  • Must be U.S. Citizen

Nice To Haves

  • Master’s degree (MBA or Finance) is highly preferred.
  • Familiarity with ERP systems and how pricing data integrates with project execution.
  • Experience leading pricing strategy for large-scale, multi-year federal programs.

Responsibilities

  • Design and maintain complex Excel-based cost/pricing models for all proposal phases, from initial strategy and “price-to-win” analysis through final negotiations and execution.
  • Ensure all cost/price proposals are submitted in accordance with company policies, Government oversight organizations (DCAA/DCMA) requirements, and specific solicitation instructions.
  • Author comprehensive sanitized and un-sanitized cost/pricing volumes, providing detailed descriptions of direct and indirect costs and the proposed pricing buildup process.
  • Develop and oversee prime and subcontract cost/pricing proposal compliance, including category mapping and subcontractor cost analysis.
  • Provide expert support during cost audits conducted by prime contractors, the Government, and/or DCAA/DCMA.
  • Analyze solicitation requirements to identify financial risks and opportunities, providing data-driven recommendations to leadership on pricing strategy and “what if” scenarios.
  • Conduct competitive pricing analysis reviews to evaluate competitor pricing behaviors, ensuring the final cost proposal is strategically positioned against the anticipated market range.
  • Collaborate with Subject Matter Experts to review and validate Bases of Estimates for technical accuracy, ensuring costs align perfectly with the proposed pricing model.
