About The Position

Provides leadership and oversight for custodial and preventive building maintenance programs across an assigned geographic area. Ensures that schools and offices receive consistent, high-quality, timely and efficient operational services that support safe, clean, and well-maintained learning and working environments. Leads and develops field representatives, supervisors, and operations staff, advances organizational standards, and supports continuous improvement initiatives. Performs other duties as assigned.

Requirements

  • Associate of Arts degree or the equivalent of two years of college coursework.
  • Five years of experience in custodial services, building operations, building maintenance, or a related field.
  • Successful leadership experience in facility management.
  • Possession of a valid class C Maryland driver's license or an equivalent is required.
  • Thorough knowledge of the methods, practices, materials, supplies, and equipment used in cleaning, operating, and maintaining schools, offices, and related facilities.
  • Knowledge of HVAC systems and equipment.
  • Knowledge of boiler plant operations.
  • Knowledge of building maintenance.
  • Knowledge of management practices.
  • Skill in supervising custodial, housekeeping, and building preventive maintenance services.
  • Skill in ensuring that buildings and facilities are in a clean and orderly condition.
  • Skill in the operation and maintenance of building plant systems.
  • Possess strong organizational, interpersonal, and oral/written communication skills.
  • Possess a thorough working knowledge of computer systems and be able to utilize computers as a record keeping tool, be able to generate reports, memos, and letters.
  • Ability to establish and maintain effective working relationships with co-workers, representatives of other agencies and departments, and the public.
  • Ability to represent the office at meetings.
  • Ability to manage and coordinate custodial and preventive building maintenance programs in schools and offices within an assigned geographic area.
  • Ability to maintain confidential information.

Responsibilities

  • Oversees custodial and preventive maintenance operations within an assigned geographic area ensuring high-quality service delivery and adherence to established standards.
  • Assigns, reviews, and coordinates the work of field representatives and operations staff.
  • Conducts performance evaluations and recommends personnel actions including promotions, transfers, demotions, and terminations.
  • Coordinates capital program activities with the office of Facilities Construction and Improvement.
  • Serves as a liaison between the office of Facilities Operations and Logistics and other Baltimore County Public Schools (BCPS) offices and Baltimore County Government.
  • Collaborates with supervisors, field representatives, project managers, inspectors, and other stakeholders to ensure successful project completion.
  • Oversees the procurement of materials, supplies, equipment, and tools.
  • Conducts research, prepares bid specifications for material and equipment purchases, meets with vendors, and participates in pre-bid meetings and bid evaluations.
  • Assists in the development and implementation of procedures for the Office of Facilities Operations and Logistics, and other related documents.
  • Ensures effective and efficient communications with school and office administrators, principals, faculty, maintenance staff, vendors, contractors, consultants, parents, and other stakeholders regarding operational matters.
  • Communicates and responds to school and office emergencies, providing timely coordination and support to ensure safety and continuity of operations.
  • Reviews, verifies, and approves payroll records, employee leave, vacation schedules and procurement card use.
  • Conducts grievance hearings and issues decisions in accordance with established policies and procedures.
  • Oversees the activation of school facilities for use as emergency shelters at the direction of BCPS leadership and the Baltimore County Office of Emergency Preparedness.
  • Directs the snow and ice removal program for the office of Facilities Operations and Logistics, ensuring timely and safe response during inclement weather.
  • Utilizes computer systems and office software to maintain operational records and prepare reports related to building operations.
  • Develops and conducts in-house training and staff development programs to enhance workforce skills and performance.
  • Travels to school and office sites to conduct inspections of operations and monitor operational effectiveness.
