About The Position

This management position is primarily responsible for the airport's daily compliance with CFR Part 139 and the supervision of the Operations and Field Maintenance Departments. This role ensures the smooth and efficient running of the airport, focusing on airside maintenance operations, while maintaining compliance with CFR PART 139 and other federal aviation regulations. This position oversees inspections of airport facilities, including runways, taxiways, ramps, perimeter barriers and buildings, obstructions, records discrepancies and corrective action when applicable. The Airside Operations Sr. Manager will ensure that the components of the Airport Certification Manual remain current and will assume other duties as directed by the Chief Operation Officer. Works collectively with other Senior Managers on short and long term airport goals and objectives.

Requirements

  • Bachelor’s degree from an accredited college or university with major coursework in airport management or a closely related field. Two years of the appropriate type and level of experience will serve as an equivalency to one year of education. In lieu of a bachelor’s degree, eight years of relevant experience can be substituted.
  • Minimum of eight years of progressively responsible experience with four years of management and supervisory experience required.
  • Five years of airport operations management/experience at a commercial service small, medium or large hub airport is required.
  • Possess a valid driver’s license and must meet NAA driving record requirements.
  • Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.

Responsibilities

  • Provides leadership, coordination and oversight, through subordinate managers, to a variety of airport operational activities, including the Airport Operations department, Field Maintenance department and the Airport Operating Certificate compliance, ensuring cohesive teamwork and efficient operations. These responsibilities extend to maintenance of airport landscape, both airside and landside.
  • Participates in long- and short-term departmental planning and policy formation of airport operations and field maintenance departments as well as the Part 139 Airport Certification Manual and all components, programs and plans within.
  • Responsible for coordinating with the Operations and Field Maintenance Managers as well as other immediate subordinates to achieve the Authority’s objectives, goals and KPIs associated with the Strategic Plan.
  • Oversees airport compliance and inspections throughout the airport to ensure adherence to the airport’s FAA Part 139 compliance.
  • Maintains wildlife permits and other documentation as required by the Wildlife Hazard Management Plan.
  • Monitors any changes in field conditions which might require the issuance of NOTAMS (Notice to Airmen). Ensures NOTAMS are issued to note any changes in field conditions, published information pertinent to safety, or other related items pertaining to the airport's operation which would be of interest to airmen.
  • Responsible for the execution of Winter Operations, in accordance with the Airport Certification Manual through joint coordination with the Winter Operations’ management team.
  • Provides support and oversight of the airport’s Safety Management System program.
  • Provides oversight of airfield operations, including airfield tenant operations to ensure safety and compliance in accordance with Airport Minimum Standards, Rules and Regulations and other regulations.
  • Performs emergency management duties as outlined in the Airport Emergency Plan and as directed by the Chief Operations Officer and/or the Chief Executive Officer or designee. Assesses risks and vulnerabilities to develop plans for mitigating potential hazards.
  • Identifies needs and assets in capital planning for equipment pavement,etc.
  • Prepares and executes the budgets of the forenamed departments as well as approves all expenditures requested by the same.
  • Responsible for the coordination of airport operations, field maintenance and airfield-related projects and contracts including the assurance that contractors operating on the airport abide by the airport’s rules and regulations as well as conform with contractual requirements. Projects include, but not limited to monitoring and inspection of the airfield pavement, signs and markings for compliance, coordination of repairs, rubber removal and surface markings as needed.
  • Ensures the development and implementation of procedures and systems for the inspection, maintenance, safety and security of airside infrastructure, facilities, buildings, structures, equipment and grounds.
  • Directs the conduct of a variety of analytical studies related to areas of assignment.
  • Directs the maintenance of accurate records and files and prepares and directs the preparation of a variety of periodic and special reports, procedures, correspondence and other written materials. This includes all reports as required by federal, state and local agencies, and the Airport Authority.
  • Monitors developments in technology, legislation and best practices which may affect overall operations; evaluates their effect upon areas of responsibilities and recommends improvements.
  • Develops and maintains liaison with airport tenants, FAA Tower, air carriers and other stakeholders; represents the airport in meetings with representatives of other public and private organizations. Coordinates with airlines, government agencies, and other stakeholders for operational planning.
  • Evaluates activities/programs mandated by federal, state and local requirements to ensure operational efficiency and effectiveness.
  • Assists with coordination and phasing of airport operations to ensure safety, security and continuity of airport operations. Through supervision of staff, ensures compliance with the airport’s environmental permits and Storm Water Pollution Prevention Plan.
  • Plans and implements airport operations programs, in addition to community outreach efforts.
  • Monitors and enforces airport rules and regulations.
  • Performs all other duties as assigned and directed. Administer and adhere to all Authority policies and guidelines.
