Additional information about the company can be found online at www.bwpipelines.com. We are currently looking for a Sr. Director, Rates and Tariffs for our Houston, TX office. POSITION DESCRIPTION: The person will primarily oversee rate modeling and financial analyses required for Boardwalk’s regulated interstate pipeline and storage facilities. The role will be focused on the strategic analysis and validation of revenue and financial data needed to support ongoing rate and regulatory filings, including the preparation of materials and schedules for all rate case filings undertaken by regulated Boardwalk entities. The position will also coordinate and develop FERC tariff reviews and make recommendations on new service proposals to allow Boardwalk to remain competitive while staying within current and proposed regulatory frameworks. Finally, the position will oversee and manage the regulatory responsibilities of Boardwalk’s intrastate gas and intra-/interstate liquids entities which includes rate, tariff and construction responsibilities along with interfacing with appropriate state and federal regulatory agencies.

Requirements

  • 7-12 years of experience in a Regulatory and/or Rates environment
  • Strong analytical skills coupled with logical thought processes, ability to define and discern key aspects of complex regulatory problems and to develop workable solutions
  • Excellent written and verbal communication skills
  • Ability to lead individuals to accomplish assigned tasks within prescribed deadlines
  • Good organizational skills, ability to successfully perform multiple tasks and meet deadlines
  • Ability to succeed with minimal direct supervision. May be required to work non-traditional hours
  • Must be flexible, dependable and extremely detail oriented
  • Ability to interact and work effectively with multi-discipline teams
  • Advanced proficiency in Excel. Working knowledge of other MS Office applications

Responsibilities

  • Oversee and direct the preparation, filing, and administration of FERC and State (both interstate and intrastate) rate cases; responsible for preparing rate and revenue exhibits and related schedules for all rate and certificate filings
  • Represent the company in regulatory hearings, FERC audits, as well as in negotiations with Commission Staff and customers as directed
  • Represent the company in state regulatory matters associated with the Louisiana Public Service Commission, Louisiana Department of Natural Resources, and Texas Railroad Commission
  • Manage the gathering and compilation of necessary information to complete timely responses to data requests from regulatory agencies
  • Monitor, analyze and make recommendations regarding the need to file or revise rates and tariffs, taking into account the company's business strategy as well as FERC, state, and/or contractual requirements
  • Oversee the preparation of an annual rates study that tracks financial performance and shipper revenues for each regulated entity
  • Maintain internal models, systems and information required for Section 4 or 5 rate case filings
  • Maintain general working knowledge of other pipelines’ rate and tariff filings
  • Manage work effectively within the Rates Department, as well as with other internal departments
  • Keep informed of and communicate applicable regulatory agency regulations and statutes with internal departments and ensure compliance with those policies
  • Provide supervisory duties related to work direction to direct reporting staff
  • Participate in or complete special projects as assigned
