Additional information about the company can be found online at www.bwpipelines.com. We are currently looking for a VP, Rates and Tariffs for our Houston, TX office. POSITION DESCRIPTION: Responsible for all Rate, Tariff, and Cost of Service matters, including modeling, strategic analysis, support and preparation of rate cases for all BWP entities. The position will also oversee periodic FERC tariff reviews and make recommendations on new service proposals to allow Boardwalk to remain competitive while staying within current and proposed regulatory frameworks. The position will be responsible for overall strategy to ensure compliance with the interstate pipeline and liquids pipeline marketing affiliate rules.

Requirements

At least 15 years of industry experience and 10 years of FERC regulatory work experience.
Team player with excellent interpersonal skills.
Good written and verbal communication skills.
Good organizational skills, ability to successfully perform multiple tasks and meet deadlines.
Advanced proficiency in Excel. Working knowledge of other MS Office applications
Flexible, dependable, and detail oriented.
Possess the ability to multi-task and work independently with minimal direction.

Responsibilities

Responsible for preparation, filing and administration of FERC or state Rate Cases for all BWP entities
Responsible for preparation, filing and administration of FERC Gas Tariffs for all BWP entities
Responsible for strategic rate and cost of service analysis for all BWP entities
Responsible for development, upkeep and analysis of working rate models for all BWP assets
Responsible for Market-based rate analysis and Fuel / Fuel Tracker analysis
Serve as lead for the regulatory competitive analysis effort with Commercial
Assist Accounting on reporting issues including the FERC Form 2
Oversee requests for FERC authorization for tariff modifications proposed by management, operations, and/or business development
Coordinate and train across all departments assure compliance with marketing affiliate rules
Coordinate within the legal/regulatory department to provide interpretations of federal regulations, policy changes or tariff provisions to upper management and/or other departments
Coordinate with business groups to assure day-to-day regulatory compliance in their functions and ensure proper execution of accounting or reporting requirements
Provide regulatory analysis to support project, acquisition, merger, and divestment due diligence
Maintain general working knowledge of competing pipelines’ rate, tariff and certificate filings
Provide training on rate, cost of service, or related accounting matters through written communication and visual presentations for both internal and external customers.
Oversee and direct the preparation, filing, and administration of FERC and State (both interstate and intrastate) rate cases; responsible for preparing rate and revenue exhibits and related schedules for all rate and certificate filings
Represent the company in regulatory hearings, FERC audits, as well as in negotiations with Commission Staff and customers as directed
Represent the company in state regulatory matters associated with the Louisiana Public Service Commission, Louisiana Department of Natural Resources, and Texas Railroad Commission
Manage the gathering and compilation of necessary information to complete timely responses to data requests from regulatory agencies
Monitor, analyze and make recommendations regarding the need to file or revise rates and tariffs, taking into account the company's business strategy as well as FERC, state, and/or contractual requirements
Oversee the preparation of an annual rates study that tracks financial performance and shipper revenues for each regulated entity
Maintain internal models, systems and information required for Section 4 or 5 rate case filings
Maintain general working knowledge of other pipelines’ rate and tariff filings
Manage work effectively within the Rates Department, as well as with other internal departments
Keep informed of and communicate applicable regulatory agency regulations and statutes with internal departments and ensure compliance with those policies
Provide supervisory duties related to work direction to direct reporting staff
Participate in or complete special projects as assigned
