About The Position

This position is responsible for a wide range of administrative and fiscal duties including strategic development and implementation of business processes and activities. The position advises College staff and faculty on administrative matters and uses considerable discretion and judgment to counsel staff and faculty on appropriate courses of action. The position has responsibility for student financial actions, payroll and pay distribution verification, and implementation of established policies and procedures. The role will participate in the development and creation of new academic departments and will assist in identifying the personnel needed for the units. Finally, the position advises/consults with the Vice Dean and Assistant Dean on major policy and procedural changes, facilitates policy implementation and serves as a point of contact for policy and procedure interpretation/information for College personnel. The position serves as a liaison with other administrative departments internal and external across campus and must keep current with emerging guidelines and policies concerning fiscal management, adapting existing processes as appropriate.

Requirements

  • Bachelor’s degree and a minimum of three (3) years of related experience.
  • Four years of direct experience for a bachelor’s degree.
  • conditional upon meeting all employment eligibility requirements in the U.S.

  • Preferred qualifications include experience with enterprise systems Oracle and Banner, familiarity with FAIR/state effort reporting, knowledge of costing, and strong proficiency in Microsoft Office 365.

Responsibilities

  • Finance: Participates in the strategic development and implementation of business processes and fiscal procedures to enhance operational efficiency.
  • Assists in the management of the overall business operations of the college that includes approving signature approval authorization for personnel
  • Coordinates with COPH Finance, Research Administration, and faculty to ensure timely payroll distribution for active COPH appointments.
  • Verifies Payroll RSA checks, address account defaults, and resolve issues.
  • Processes expenditure and payroll transfers to correct discrepancies identified during reconciliation or payroll distribution.
  • Reviews bi-weekly payroll certifications to ensure accurate payroll posting on accounts and distribution sources for all employees.
  • Manages, submits, and monitors the student tuition and scholarship processes, along with other financial aid payments, on a per-semester basis across all funding sources.
  • Facilitates regular ongoing review of faculty, staff and student funding sources related to academic and research efforts with the COPH Offices of Research and Finance.
  • This role is critical to managing fiscal resources related to personnel within the College.
  • Administrative Support: Serves as the central point of contact between the College and Central Human Resources (CHR) to manage and streamline associated tasks.
  • Ensures clear, consistent, and efficient communication to minimize delays and miscommunications.
  • Partners with HR Business Partners and coordinates the College's response to human resource initiatives.
  • Annually supports College reporting for federal, state, USF, COPH and/or accreditation needs.
  • Provides support to other initiatives as requested by the Vice-Dean.
  • Process Improvement & Strategic Initiatives Assists with COPH strategic initiatives by tracking various performance metrics such as recruitments, retention, and appointments through data visualization and dashboards.
  • Supports goals with the College?s Strategic Plan as requested by the Vice Dean.
  • Develops and coordinates process improvement initiatives by evaluating and enhancing COPH operations, including internal processes, procedures, and roles.
  • Creates and updates Standard Operating Procedures, training documents, and communications to advance departmental and client knowledge.
  • Additionally, manages transitions and establishes new processes for changes in recruitment and student appointment processes.
  • Departmental On-boarding: Oversees and facilitates the unit-specific onboarding process for new faculty and staff within the College of Public Health (COPH), ensuring a smooth transition into their roles.
  • Collaborates with department heads and CHR to develop and implement comprehensive onboarding plans tailored to the specific needs of each new hire.
  • Organizes orientation sessions that provide essential information about COPH?s mission, values, policies, and procedures.
  • Ensures that new hires receive all necessary resources and tools, including access to systems, training materials, and workspace assignments.
  • Serves as a primary point of contact for new employees, addressing questions and concerns during their onboarding period to promote engagement and retention.
  • Monitors and evaluates the onboarding experience, gathering feedback to continually improve the process for future hires.
  • Facilitates introductions between new employees and key personnel within the College to foster connections and integration into the team.
  • Performs other duties as assigned.
