The position of Garnishment & Unemployment Specialist has the primary responsibility to manage endto- end, in-house wage attachment processing and unemployment claims administration. This role is ideal for a detail-oriented payroll professional with strong multistate compliance knowledge who thrives in a hands-on environment and is comfortable working directly with state agencies, courts, and internal stakeholders under strict deadlines.

Requirements

  • Education Level: Bachelor’s Degree
  • Major: Accounting, Finance, Business, or related field
  • Degree must be from an accredited college or university.
  • Education Details: Bachelor's degree in Accounting, Finance, Business or related field from an accredited college or university. In lieu of higher education, the ratio is 1:1, meaning one year of college equals one year of work experience or vice versa.
  • Customarily has at least three years of hands-on experience processing multistate wage attachment with demonstrated experience managing garnishments in-house (not exclusively through a third-party provider).

  • The ability to properly handle sensitive and confidential information (including HIPAA and PHI) in accordance with federal and state laws and company policies
  • Strong working knowledge of federal and state wage attachment regulations
  • Experience handling unemployment claims and agency requests.
  • High attention to detail with strong organizational and time management skills. This position requires the ability to meet strict payroll deadlines.
  • Ability to handle sensitive information with discretion and professionalism.
  • Intermediate Excel knowledge (pivot tables, V- or XLOOKUP, data import and extraction).
  • Excellent written and verbal communication skills.
  • Experience supporting payroll operations across multiple states.
  • Prior experience working in a high production-oriented payroll environment.
  • Familiarity with audits or compliance reviews related to garnishments or unemployment claims.

Nice To Haves

  • FPC or CPP is beneficial, but not required.

Responsibilities

  • Garnishments (Primary Focus): Process and administer all wage attachments in-house, including but not limited to child support, tax levies, creditor garnishments, and student loans. Current active volume is approximately 400 wage attachments.
  • Interpret and apply multistate garnishment orders in compliance with federal, state, and local regulations.
  • Calculate withholding amounts accurately and ensure timely remittance to agencies and courts.
  • Maintain garnishment records, documentation, and audit-ready files.
  • Respond to employee inquiries related to garnishments with professionalism and discretion.
  • Communicate directly with courts, attorneys, and government agencies regarding orders, amendments, and terminations.
  • Monitor legislative and regulatory changes impacting wage garnishments and recommend updates to procedures as needed.
  • Unemployment Claims Administration: Manage unemployment insurance claims received through the State Information Data Exchange System (SIDES). Approximately 620 unemployment claims were filed in 2025.
  • Review, validate, and submit accurate wage and separation information in response to state agency requests.
  • Ensure all unemployment claim responses are completed timely and within required state deadlines.
  • Coordinate with HR and Payroll to gather documentation related to employee separations, earnings, and employment history.
  • Maintain detailed records of claims, determinations, and correspondence for audit and compliance purposes.
  • Monitor claim outcomes and escalate trends or risks as appropriate.
  • Participate in or support unemployment hearings, including preparation of documentation and testimony, when former employees appeal denied claims.
  • Serve as a point of contact for state unemployment agencies regarding claims questions or follow-up requests.
  • Collaboration & Process Improvement: Partner closely with Payroll, HR, Legal, and Finance teams.
  • Identify opportunities to improve efficiency, accuracy, and compliance in garnishment and unemployment processes.
  • Assist with audits and internal reviews related to garnishments and unemployment claims.
