About The Position

The Center for Health Equity & Community Wellness (CHECW) seeks to eliminate inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis, CHECW works to increase visibility of socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community, faith-based, and health care organizations. CHECW's work focuses on social determinants of health, including environmental and commercial determinants, and addresses both upstream and downstream factors to improve health and well-being of New Yorkers. CHECW is comprised of the Bureau of Bronx Neighborhood Health, the Bureau of Brooklyn Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau of Chronic Disease Prevention, the Bureau of Health Equity Capacity Building, the Bureau of Equitable Health Systems and the Bureau of Finance, Administration and Services. The division's Deputy Commissioner also serves as the Agency's Chief Equity Officer and oversees Race to Justice, the Agency's internal reform effort to help our staff learn what they can do to better address racial health gaps and improve health outcomes for all New Yorkers. The division's Deputy Commissioner also serves as the Agency's Chief Medical Officer. The Bureau of Brooklyn Neighborhood Health, formerly known as the Brooklyn Neighborhood Health Action Center, works to improve access to quality, culturally appropriate primary care for New Yorkers, particularly those who are at risk for poor health outcomes, strengthens the Department's ability to strategically partner with the NYC health care system, and advances policy to close racial equity gap for priority health outcomes. The Bureau aims to create and implement policy, planning, program and research interventions that maximize opportunities and increase access to affordable, high quality, and coordinated primary care with a strong focus on health equity. The Bureau of Brooklyn Neighborhood Health seeks to hire a Special Projects Manager to manage and/or lead special projects, support strategic planning, and coordinate teams across the Bureau. This position will report to the Assistant Commissioner and work closely with all members of senior leadership.

Requirements

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • To be appointed to Assignment Level II and above, candidates must have:
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
  • NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.

Responsibilities

  • Implementation and Analysis of Special Projects:
  • Manage post-implementation for Apricot client management database, including troubleshooting and resolving needed changes to the platform, managing reporting requests, overseeing license allocation, and ensuring compliance with standard operating procedures across program teams.
  • Conduct analyses and synthesize evaluation data for existing programs, supporting planning for expansion or continuation of programs including fundraising.
  • Manage and/or lead the planning and implementation of special projects at the request of the Assistant Commissioner and Executive Director.
  • Serve as a trusted advisor to the Assistant Commissioner and Executive Director on strategic initiatives.
  • Work with bureau directors and staff to develop, plan, support and implement new initiatives and programs for the Bureau.
  • Oversee the coordination of responses to ad hoc requests from agency leadership and City Hall, collaborating with and triaging to appropriate staff and ensuring proper follow up.
  • Meet regularly with Assistant Commissioner and/or Executive Director to provide regular updates on current projects by gathering information from project managers and leaders, prompting them for any necessary actions and documentation progress.
  • Coordinate efforts with external stakeholders that advance key agency goals and strategic priorities.
  • Support the planning and development of events, meetings and conferences with internal and plan bureau-wide events as needed.
  • Cross-Bureau Coordination and Planning:
  • Analyze Bureau efforts and provide recommendations on strategic approaches to ensure progress on Bureau projects, including identifying next steps or alternate solutions to project issues as needed.
  • Conduct literature scans and policy reviews to maintain an up-to-date knowledge database on critical issues in public health, chronic disease prevention and management, place-based work, community engagement, bridging public health and health care, COVID-19, and social determinants of health, including research, policy, and programmatic interventions.
  • Create reports and prepare presentations showcasing programmatic results and progress as requested.
  • Lead Bureau training support including identifying needs and appropriate opportunities for staff development.
  • Administrative Support:
  • Analyze and manage Bureau spending plan, including ensuring compliance with procurement protocols and assessing percent of total spending by topic area.
  • Other administrative responsibilities as requested.
