About The Position

The Public Works Department strives to improve the quality of life in Phoenix through the efficient delivery of outstanding solid waste, fleet, facilities, and energy management services. The Public Works Department is looking for a Solid Waste Environmental Coordinator for the Solid Waste Diversion and Disposal Division (SW3D). The SW3D is responsible for the post-collection processing of over one-million tons of refuse, green organics and recycling. SW3D has one open landfill, five closed landfills, two transfer stations, two material recovery facilities and one compost facility. The position reports to the Solid Waste Administrator and will assist in coordinating environmental technical and regulatory work for SW3D to ensure compliance with local, state and federal environmental permits and regulations. The incumbent will track deadlines for reporting and permit renewals and oversee SW3D environmental compliance records management. The incumbent will work with SW3D's contractors to prepare permit renewal applications, permit modifications and compliance reporting for each site within the required deadlines.

Requirements

  • Two years of professional level experience in the field of ground or surface water, air, or soils management
  • AND Bachelor's degree in hydrology, environmental engineering, geology, environmental science, hydrogeology, biology, chemistry, hazardous materials management, or a related field
  • Other combinations of experience and education that meet the minimum requirements may be substituted

  • Working more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.

Nice To Haves

  • HAZWOPER 40-hour training.
  • RCRA/NPDES, EPCRA, CERCLA, EPA Method 9, and EPA Clean Air Act as it relates to solid waste post-collections.
  • Contract management experience.
  • Data tracking and records management including the use of SharePoint.
  • Solid waste landfill operations and regulatory requirements.
  • Preparing clear and concise written and analytical reports, presentations, diagrams and exhibits.
  • Federal, State and local regulations and enforcing compliance.
  • Working cooperatively within the Public Works Department to implement and reinforce environmental quality regulations through environmental compliance programs.
  • Working knowledge of environmental regulations related to air quality, solid waste management, landfill management, construction and storm water management.
  • Strong skills in written and oral communication, including the ability to lead training sessions and present at public meetings.
  • Experience with Federal, State and local regulations and enforcing compliance.
  • Proficient in Adobe Acrobat, Excel, PowerPoint and Word.

Responsibilities

  • Preparing and conducting periodic hazardous waste, air quality and storm water training and education for operations and inspections staff
  • Conducting internal compliance audits as needed
  • Attending all regulatory inspections for the SW3D sites and coordinate the timely response to any post-inspection requests from the regulatory agency.
