About The Position

The Social Work Manager serves as Designated Learning Officer (DLO). The DLO is a senior facility education manager who occupies a key management position at the VA North Texas Health Care System (VANTHCS). The DLO serves as a senior educator within the VANTHCS liaison to VACO Institute for Learning, Education, and Development (ILEAD). The Organizational Location of the Position: Education and Learning Resources Service, VA North Texas Health Care System Duties include but are not limited to: The Designated Learning Officer formulates, administers, and monitors local policies and procedures on the use and allocation of VANTHCS employee education resources including AH-postgraduate funds, tuition support, and other sources of support to ensure that they are distributed in accordance with the educational needs in relation to VANTHCS 's current mission and vision for the future. The DLO is responsible for the formulation, implementation and evaluation of all policies and procedures that apply to the conduct of employee educational activities in VANTHCS and that these policies conform to all statutory and regulatory guidelines. The DLO is VANTHCS' staff educational professional/technical expert. As such, the incumbent serves as Chair of the Education and Organizational Health Committee. The DLO provides policy planning, analysis, advisory and consultative services and project evaluation expertise for a broad range of staff focused educational programs in VANTHCS and to the VISN 17 leadership training program. Moreover, the DLO participates in the public promotion and marketing of all staff focused educational events in VANTHCS and its interagency partners. The incumbent is responsible for the submission of grants and award proposals for Associated Health funding (OAA) and Staff Development initiatives (ILEAD) in VANTHCS and, to a limited extent, VISN 17 The DLO directs and administers VANTHCS's continuing education and mandatory staff training program. This responsibility involves survey development, administration, and identification of educational needs and the providing of resources to meet those needs. The DLO ensures that the continuing education and mandatory staff training at VANTHCS will meet the standards set by organizations accrediting/surveying VANTHCS and VA Educational requirements set forth by VHA Institute of Learning, Education and Development (ILEAD). The DLO is VANTHCS liaison to ILEAD. In this capacity, the DLO is responsible for performing assessments of local educational needs that can best be served by ILEAD, for the Health Care System/VISN/Network needs and resources. The DLO manages a staff that coordinates Staff Educational Development, to include two GS11 Training Specialists, two GS 9 Training Specialists, one GS 9 Program Specialist, and two GS 7 Education Technicians and will supervise additional staff attained under the Staff Development Section of Education Services. The DLO is responsible for advising, counseling, and instructing subordinates on complex administrative matters. The DLO will complete performance appraisal, identify training needs, resolve complaints, effect disciplinary actions, and approve leave for subordinates and other positions as needed. The DLO determines equipment, facilities, and other resource needs of these programs The work requires Social Work Core Clinical Privileges. The incumbent is knowledgeable about a wide variety of resources, services, and treatments, including but not limited to: 1. Psychosocial, behavioral health/mental health assessments. 2. Diagnostic interviews following the current DSM. 3. Behavioral health/mental health treatment and developing treatment plans. 4. Case management, conducting Suicide Risk assessments and identifying safety plans. 5. Individual/group psychotherapeutic and/or psychoeducational services
