About The Position

Naval Shipboard Missile Systems, a portfolio under the Shipboard Missiles SSBU, is seeking a highly motivated candidate to serve as Associate Director, Program Manager (PM) for the SM-6 Munitions Acceleration program. Raytheon was recently awarded a multi-year contract which demands 2000+ SM-6 deliveries in the next 5 years. To achieve this, Raytheon must increase program capacity to meet the demand. The SM-6 Munitions Acceleration Program Manager will be responsible for approximately $3B of program investment to increase capacity and accelerate deliveries to meet the critical munitions Head of Agreement for SM-6. This will require driving execution across multiple factories and suppliers, functions such as engineering, supply chain, and operations, and other program elements such as development and production. This position requires proficiency in leading strong cross functional teams, managing a large program, driving communication of project goals/objectives/decisions and delivering results to the team, customers, and business leadership. This is an onsite position at our Tucson, AZ facility. Relocation assistance is NOT available currently

Requirements

  • Typically requires a University Degree or equivalent experience and a minimum of 12 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 10 years’ experience
  • Prior experience in Program Management or a relevant discipline (ex: Program Management, Project Management, Capture Management, Material Program Management, Cost Account Manager, Integrated Product Team Lead, Engineering, etc)
  • Prior manufacturing experience managing factories and capacity expansion
  • Prior experience in capturing new business/program(s), proposals, and customer engagement
  • Prior experience working with Risk and Opportunity Management, Earned Value Management
  • Prior experience leading cross-functional teams to include, but not limited to, any combination of the following: Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, and/or administrative functions
  • Prior experience working with Microsoft Office Suites (Excel, PowerPoint, etc)
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Active and existing security clearance required on day 1

Nice To Haves

  • Raytheon Program Management Certification Level 4 Certification or ability to obtain within a year
  • Demonstrated program execution experience managing program staffing, assignments and resources
  • Certified BOE Developer / Approver
  • Prior experience with IPDS including through the engineering development, test and integration phases
  • Working knowledge of contract formation, execution, and management

Responsibilities

  • Develop and execute a detailed munitions acceleration plan to span factory optimization, supplier capacity, throughput optimization, and producibility engineering
  • Drive proposal activities in support of program definitization
  • Collaborate closely with development, transition to production, and production teams and organizations
  • Define program tasking/milestones and monitor adherence to program budgets, plans, cost, schedule, and technical performance
  • Manage profit and loss, Annual Operating Plan (AOP) development and execution, and program Estimate at Completions (EACs)
  • Lead by example and champion program management best practices for execution
  • Coordinate and align interactions, dependencies, and transactions between customers and other performing parties
  • Set program priorities, resolve conflicts and barriers, implement gates and major reviews with the customer
  • Change management, proposing and executing constructive changes
  • Interface with stakeholders and government customers
  • Travel, up to 20%, to participate in domestic business engagements with customers, partners, and teammates
