About The Position

Delta Oaks Group is seeking a Fiber Site Acquisition Specialist to support linear fiber deployments, including route corridors, splice/hut sites, and related utility coordination. This role focuses on securing private property rights and permissions required for fiber construction and operation, such as permanent easements, temporary construction easements (TCEs), access agreements, licenses, and utility-related permissions, while maintaining accurate documentation and schedule-driven progress reporting. The ideal candidate is comfortable working across multiple jurisdictions and stakeholders (private landowners, utilities, attorneys/title, engineers, and municipalities) to keep projects moving efficiently. The ideal candidate will possess a strong understanding of private land acquisition for linear utilities and telecom infrastructure, including documentation workflows and stakeholder negotiations. You will support both linear alignments and point sites (e.g., huts, cabinets, handholes, splice points) where land rights and access are required. Due to the nature and limited timelines of most projects, the selected individual should be willing and capable of exhibiting the work ethic and social ability to succeed in a fast-paced environment where communication with co-workers and strategic partners is paramount. Requirements

  • Demonstrated experience in private land acquisition for linear utilities/telecom infrastructure (linear fiber preferred).
  • Working knowledge of land rights instruments: easements, TCEs, access agreements, licenses, and permissions; familiarity with recording workflows is a plus.
  • Experience supporting point sites (e.g., huts/cabinets) with access, land rights, and utility coordination (especially power coordination).
  • Strong capability with parcel/ownership research and maintaining detailed tracking logs and documentation.
  • Comfortable navigating sensitive landowner negotiations with professionalism and persistence.
  • Ability to coordinate with utility stakeholders and understand common constraints/requirements (service access, clearances, conflicts, joint-use considerations).
  • Strong organizational skills and ability to manage multiple concurrent routes/sites under deadline pressure.

  • Associate degree in urban planning, construction management, project management, or a related field. Applicants without a degree and with over 5 years of applicable experience will also be given consideration.

Responsibilities

  • Identify and research impacted parcels along proposed fiber alignments using GIS tools, public records, and project mapping.
  • Support siting/feasibility for fiber-related facilities (e.g., huts, cabinets, splice locations), including evaluating access, setbacks, and constructability constraints.
  • Verify ownership, mailing addresses, parcel boundaries, and encumbrances; coordinate title research and curative actions as needed.
  • Lead landowner outreach and engagement, including initial contact, follow-ups, documenting concerns, and maintaining professional relationships.
  • Negotiate and secure land rights agreements including permanent easements, TCEs, access agreements, licenses, and other permissions required for construction/maintenance.
  • Coordinate document review/execution with internal stakeholders and external counsel (as applicable); track signature status, recording requirements, and deliverables.
  • Coordinate with utilities and utility stakeholders as required (power, gas, water/sewer, pole owners, joint-use), including support for utility permissions and site power coordination for huts/facilities.
  • Prepare and maintain acquisition documentation packages: parcel/ownership logs, contact logs, negotiation status, executed agreements, constraints summaries, and schedule trackers.
  • Support crossing and constraint coordination (railroads, highways/ROW interfaces, waterways, private drives), ensuring needed permissions are identified early.
  • Coordinate access for survey, environmental, geotechnical, and design teams; manage landowner scheduling and entry permissions.
  • Provide clear weekly status updates to project management/client teams, highlighting risks, roadblocks, and recommended mitigation options.
