About The Position

The Shelter Plus Care (S+C) Senior Manager provides leadership, oversight, and direction for Shelter Plus Care and related rental assistance programs operating under the Housing First model. Shelter Plus Care is a permanent supportive housing program that serves individuals with disabling conditions who are experiencing homelessness by providing rental assistance, individualized support, and connections to community-based services. Operated through HUD in partnership with local agencies, the program helps participants obtain and maintain stable housing while addressing barriers to long-term stability. The Shelter Plus Care program operates with approximately $1.5 million in annual operating revenue and distributes approximately $6 million per year in rental assistance to roughly 340 Shelter Plus Care participants annually. The Senior Manager leads a team of six staff members providing leadership and ensuring high-quality service delivery, regulatory compliance, and strong cross-functional coordination. This role oversees rental assistance program operations including SPC, LTLCHD, LTLD, Pathways Home PSH, and HOME-TBRA. The Senior Manager ensures timely and compliant processing of participant activities, supervises staff, manages workflow systems, and strengthens partnerships with community agencies, case managers, landlords, and internal departments. This position advances YWCA’s mission of racial and social justice by ensuring equitable program operations and leadership. It includes a social justice component requiring critical thinking about how external systems impact participants, particularly through the lens of racism and intersections with poverty. Requirements

  • Bachelor’s degree in social services, public administration, or related field;
  • OR
  • Equivalent combination of professional experience.
  • Minimum of four years of progressively responsible experience in housing, rental assistance, or social services; supervisory experience required.
  • Experience working with affordable housing programs, HUD regulations, and Housing First principles.
  • Strong knowledge of rental assistance processing, compliance reporting, and database systems (YARDI preferred).
  • Demonstrated commitment to racial and social justice and advancing equity in program operations.
  • Valid Washington State driver’s license and insurable driving record.

Responsibilities

  • Program Leadership & Strategic Oversight
  • Provide leadership and oversight of all Shelter Plus Care and related rental assistance programs.
  • Lead departmental systems improvements, workflow management, compliance reviews, and process enhancements.
  • Represent the program in client, landlord, program, and department meetings.
  • Attend required compliance and operational trainings.
  • Team Leadership & Staff Management
  • Lead, coach, and develop a team of six staff members through daily team support and regular one-on-one supervision.
  • Participate in recruiting, onboarding, and staffing activities.
  • Manage staff timesheets, personnel actions, and coordination with IT, Payroll, HR, and Accounting.
  • Model YWCA’s Social Justice Initiative and champion racial and gender equity in leadership and operations.
  • Regulatory Compliance & Quality Assurance
  • Ensure compliance with HUD, CoC, and all federal, state, and local regulations.
  • Ensure monthly completion of annual and interim reviews required for rental assistance processing.
  • Manage contracts, grant requirements, reporting, and external audits.
  • Oversee Housing Quality Standards (HQS) inspections and compliance documentation.
  • Oversee Partner Agency program compliance and conduct annual audits to ensure adherence to established bench mark standards.
  • Responsible for managing Memoranda of Understanding (MOUs) and coordinating the preparation and processing of partner leverage letters as required.
  • Provide support with annual program funding renewals.
  • Financial & Contract Management
  • Monitor program budgets and ensure responsible fiscal management and accurate financial reporting.
  • Generate, reconcile, and submit monthly rental assistance drawdown reports in a timely manner.
  • Systems, Data & Operational Coordination
  • Maintain and update program forms, workflows, and database systems in alignment with agency confidentiality policies.
  • Serve as the main point of contact for YARDI database administration and submit help tickets as needed.
  • Coordinate with internal departments and external partners to ensure timely reporting and data submission.
