About The Position

All Hands Consulting (AHC) is a specialized emergency management and resilience consulting firm dedicated to helping organizations strengthen preparedness, response, and recovery capabilities. Our team supports government agencies, utilities, healthcare systems, and private sector organizations through emergency planning, training, exercises, crisis management, and operational disaster response support. AHC provides expertise across the disaster lifecycle—from preparedness and response operations to recovery and resilience—helping organizations manage complex incidents and support impacted communities. All Hands Consulting is seeking experienced Shelter and Mass Care Specialists to join our Response Cadre, a roster of deployable emergency management professionals who support disaster response operations. Shelter and Mass Care Specialists assist government agencies and partner organizations with mass care operations during disasters, including shelter operations, evacuation support, survivor services, and coordination of community resources. This is a deployment-based consulting role rather than a full-time staff position. Candidates will be placed in our Response Cadre pipeline and may be deployed to support clients during disaster response operations. Assignments may include local, regional, or national deployments, depending on incident needs.

Requirements

  • 2+ years of experience in emergency management, disaster response, humanitarian operations, or related fields.
  • Experience supporting shelter operations, mass care programs, or disaster survivor services.
  • Ability to work in dynamic disaster response environments supporting impacted communities.
  • Strong interpersonal and communication skills when working with diverse populations.
  • Ability to operate within Incident Command System (ICS) and emergency response structures.
  • ICS 100, 200, NIMS 700, 800 training
  • Deploy within 24–72 hours of notification.
  • Work 8–12 hour operational shifts during disaster response operations.
  • Remain deployed for up to 14 days or longer depending on operational needs.
  • Travel to incident locations anywhere within the United States.
  • Work in shelter environments, disaster assistance centers, or field coordination facilities.
  • Operational tasks may involve standing, walking, lifting light supplies, and working extended shifts during disaster operations.

Nice To Haves

  • Experience supporting mass care operations during disasters.
  • Familiarity with FEMA Mass Care and Emergency Assistance programs.
  • Experience working with Emergency Operations Centers (EOCs) or incident management teams.
  • Experience coordinating with voluntary organizations, NGOs, and community service providers.
  • Training in ICS/NIMS emergency management frameworks.

Responsibilities

  • Support the establishment and operation of emergency shelters during disaster response operations.
  • Assist with registration, intake, and accountability processes for displaced survivors.
  • Coordinate delivery of mass care services, including food distribution, sanitation, and basic needs support.
  • Provide information to disaster survivors regarding available resources, assistance programs, and recovery services.
  • Assist clients in coordinating shelter operations with partner agencies, including voluntary organizations and community partners.
  • Support tracking of shelter population data and reporting to Emergency Operations Centers (EOCs).
  • Assist with coordination of evacuation support and survivor services.
  • Help ensure shelter operations align with local emergency management plans and FEMA Mass Care guidance.
  • Provide situational updates and documentation supporting operational coordination.
