About The Position

Join ATCSs Emergency Management Services Roster! ATCS is growing its Emergency Management Services Cadre Roster and is seeking qualified professionals interested in supporting emergency management, disaster preparedness, response, recovery, logistics, mitigation, and resilience efforts. These roles support a variety of state and local emergency management programs, as well as select federal efforts, and may include deployment or surge support as project needs arise. Potential future assignments may support activities across planning, preparedness, response, recovery, logistics, mitigation, and training & exercise programs, with work locations varying by project and client needs. Many assignments will focus on state and local priorities such as disaster recovery program implementation, housing and infrastructure recovery, logistics coordination, and community resilience initiatives. Please Note: Most positions require on-site presence and the ability to deploy within 2448 hours for 6 months to a 1 year. No remote opportunities.

Requirements

  • Bachelors degree with 110 years of relevant experience OR 1015 years of experience in emergency management, disaster response, recovery, mitigation, or related fields.
  • U.S. Citizenship (required for Public Trust clearance).
  • Demonstrated experience supporting emergency management or disaster-related operations, including natural and/or man-made incidents.
  • Experience in one or more of the following areas: Emergency management planning Logistics, resource coordination, or field operations support Preparedness and readiness Disaster response operations Recovery or mitigation programs Testing, training, and exercise programs
  • Knowledge of federal, state, and local emergency management structures, authorities, and coordination frameworks.
  • Experience supporting state-managed disaster recovery programs, housing recovery, debris management, or infrastructure recovery.
  • Experience interpreting policies, procedures, and guidance and resolving complex programmatic issues.
  • Strong written and verbal communication skills, including coordination with internal and external stakeholders.
  • Proficiency with Microsoft Office Suite and general data and document management tools.
  • Experience supporting or delivering training, briefings, or presentations.

Nice To Haves

  • Certified Emergency Manager (CEM) or similar professional certification.
  • Familiarity with emergency management products such as WebEOC or similar platforms, and grants systems in Grants Manager, Grants Portal, or State Grants.
  • Masters degree in emergency management, public administration, public policy, homeland security, or a related field.

Responsibilities

  • Support emergency management programs across preparedness, planning, response, recovery, mitigation, and resilience efforts, with a strong emphasis on state and local disaster recovery and program delivery.
  • Assist with state-led disaster recovery operations, including coordination of housing, infrastructure, and community recovery initiatives.
  • Support logistics coordination efforts, including resource tracking, staging, distribution, and operational support during disaster response and recovery.
  • Assist with strategic planning, program implementation, and coordination across agencies, departments, and partner organizations.
  • Monitor, analyze, and report on program performance, identifying successes, risks, and opportunities for improvement.
  • Support development and maintenance of emergency plans, frameworks, policies, and procedures aligned with evolving federal, state, and local priorities.
  • Conduct research and analysis to identify emerging trends, risks, and technologies impacting the emergency management mission space.
  • Support training, exercises, workshops, and after-action activities, including documentation and improvement planning.
  • Develop technical documentation, reports, briefings, and communications products for internal and external stakeholders.
  • Serve as a liaison with clients and partners to understand needs, support problem-solving, and deliver effective solutions.
  • Responsibilities vary by level and assignment; specific role descriptions will be provided upon placement.
