About The Position

Under general supervision, assist with administering the City’s Office of Emergency Management (OEM), coordinating, planning, and implementation of emergency preparedness and response efforts working closely with local agencies, stakeholders, and the public to ensure effective disaster response, recovery, and preparedness strategies.

Requirements

  • Knowledge of emergency management procedures, practices, recovery resources, and techniques.
  • Knowledge of local, state, and federal emergency management laws, including Texas Government Code Chapter 418.
  • Knowledge of the National Incident Management System (NIMS) and proficiency in the Incident Command System (ICS).
  • Knowledge of all-hazard preparedness planning, exercising, training techniques, and special event operations regarding mass gatherings.
  • Knowledge of federal and state grant procedures and organizational techniques.
  • Knowledge of basic meteorology, storm spotting techniques, and natural/manmade hazard analysis.
  • Skill in directing, controlling, and planning operations involving the activities of others or complex processes.
  • Skill in communicating verbally and in writing to influence opinions, attitudes, or judgments and conduct public relations for the OEM.
  • Skill and proficiency in using Microsoft Office products and operating audio/video technology (CCTV, network, and multiple tuners).
  • Ability to make critical decisions where time is a critical factor and multi-task in high-pressure environments.
  • Ability to establish and maintain effective working relationships with associates, officials, civic groups, and the public.
  • Ability to ensure compliance and complete required state reporting (e.g., TDEM 147, iSTAT, pSTAT, Disaster Summary Outline) and grant documentation.
  • Ability to establish and maintain relationships with local, regional, state, and federal agencies serves as a liaison and point of contact for emergency planning, response, and assistance, including coordination with FEMA and TDEM.
  • Ability to troubleshoot problems and devise effective workaround solutions.
  • Ability to safely and skillfully operate a motorized vehicle in compliance with all traffic laws, safety regulations, and City policies.
  • Ability to receive, process, and communicate detailed information effectively both orally and in writing.
  • Ability to be available and prepared to respond to emergency situations or disasters outside of normal business hours.
  • Ability to perform physical skills including seeing, typing, standing, writing, and driving in both indoor and outdoor environments.
  • Bachelor’s degree in Emergency Management, Public Administration, Urban Planning, Homeland Security, or related field.
  • Four (4) years of experience in emergency management or similar field.
  • Or an equivalent combination of education and experience.
  • Must be able to obtain a Certified Emergency Manager (CEM) from the International Association of Emergency Managers (IAEM) within twelve (12) months of employment.
  • Must have or obtain Ham Amateur Radio License within six (6) months of employment and maintain throughout duration of employment.
  • Must possess a valid Texas Class C Driver’s License or obtain within ninety (90) days of employment.

Responsibilities

  • Coordinate emergency response and recovery efforts, including damage assessments, resource coordination, and compliance with applicable regulations.
  • Monitor weather conditions and coordinate activation of the Emergency Operations Center (EOC) and Outdoor Warning Siren (OWS) system as needed; oversee OWS operations, including maintenance, testing, repairs, and coordination of volunteer monitoring and reporting.
  • Assist with identifying hazards, supporting emergency preparedness in the industrial community, and coordinating response activities for life safety incidents (e.g., evacuation, sheltering, hazardous materials, flooding, and search and rescue).
  • Assist with the development, update, and maintenance of the City’s Emergency Management Plan, Emergency Operations Plan (EOP), and annexes; develop related Standard Operating Procedures (SOPs); and train City staff on plan implementation.
  • Plan, coordinate, and participate in regional planning efforts, training, and exercises; attend meetings at the City, county, regional, and state levels in support of OEM initiatives.
  • Lead or support After Action Reports (AARs) following emergencies, disasters, exercises, and large-scale events; implement improvement planning.
  • Develop and maintain processes for federal disaster reimbursement, including FEMA disaster declaration claims and documentation.
  • Support grant programs by coordinating program activities, facilitating committee efforts, and organizing local training opportunities; administer grants and ensure compliance with all funding requirements.
  • Act as Emergency Management Administrator in their absence; maintain operational readiness of EOC systems, including troubleshooting and implementing workarounds.
  • Lead and manage accreditation efforts by maintaining documentation and processes in compliance with the Emergency Management Accreditation Program (EMAP), serving as the Accreditation Manager.
  • Serve in the 24/7 Duty Officer rotation, including nights, weekends, and holidays, with the ability to respond to the Emergency Operations Center (EOC) within one hour of notification. Manage and schedule Duty Officer coverage to ensure continuous readiness.
  • Prepare and deliver public education and outreach presentations; coordinate with community groups, partners, and volunteers; and support public information efforts.
  • Support the design, coordination, and execution of disaster exercises to test and validate response and recovery plans.
  • Serve in an advisory capacity during EOC activations.
  • Serve as a P-Card holder, utilizing the card for authorized purchases in accordance with procurement policies; ensure all transactions are properly documented, within established spending limits, and reconciled monthly.
