About The Position

This position manages and coordinates access to shelter beds across Multnomah County with an emphasis on connecting people sleeping outdoors to shelter. This position will work with local first responders and outreach programs to prioritize access to publicly funded shelter spaces as available. The right person for this job possesses strong verbal and written communication skills, collaborative problem-solving skills, a high degree of organization, and a commitment to helping vulnerable individuals successfully transition from street to shelter.

Requirements

  • Acquire First Aid/CPR/AED certification within 30 days of hire and be retested biannually thereafter throughout employment.
  • Complete Bloodborne Pathogens and Narcan Training within 30 days of hire and be retested annually thereafter throughout employment.
  • Demonstrate reliability by being present for work as scheduled, arriving and leaving on time and taking breaks in expected time frames.
  • Interact effectively with persons of diverse ethnic backgrounds, religious views, cultural backgrounds, and sexual orientations and treat each individual with respect and dignity.
  • Attend agency and program staff meetings.
  • Hearing and vision adequate for interaction with participants, interaction with staff and interaction with the general public.
  • Hearing adequate for telephone work.
  • Vision adequate for close work.
  • Hand and finger dexterity adequate to operate standard office equipment.
  • Ability to walk, bend, stand, sit, reach, stoop, pull, squat, kneel, climb stairs and ladders
  • Sitting at a desk completing paperwork and working on a computer for lengthy periods.
  • Ability to perform CPR and other emergency life-saving care with the assistance of teammates until emergency responders arrive.
  • Ability to lift 50 pounds.
  • Bachelor’s degree + 2 years of experience in social services (at least 1 year supervisor preferred) OR 3 years of experience in social services (at least 1 supervisor preferred) required.
  • Demonstrates strong interpersonal skills, including sound judgment, discretion, confidentiality, and the ability to give and receive feedback.
  • Strong customer service and communication skills, with the ability to effectively engage with participants and community partners, including managing high volumes of written and verbal interactions.
  • Ability to maintain strong professional boundaries while applying an equity-centered approach, including communicating difficult information with empathy while remaining consistent and firm in decision-making.
  • Ability to assess situations, prioritize effectively, and make timely, informed decisions in a fast-paced environment with competing demands.
  • Knowledge of community resources and services available to low-income individuals and those experiencing homelessness in Multnomah County, including experience collaborating with community partners and advocating on behalf of participants.
  • Knowledge of mental health, chemical dependency, domestic violence, sexual assault, and relevant treatment resources, with an understanding of trauma-informed care and a commitment to participant-centered support.
  • Ability to work collaboratively within a team to deliver participant services.
  • Proficiency in Microsoft Office and database systems, including email and internet applications, with the ability to maintain accurate participant records and prepare statistical and narrative reports.

Responsibilities

  • Develop and maintain positive relationships with shelter programs in Multnomah County to provide access for people identified for shelter.
  • Develop and maintain relationships with area first responders including Portland Street Response, Portland Fire and Rescue, PBOT, Portland Parks, Portland Police, Multnomah County, and Street Outreach/Navigation teams to assist people identified to successfully transition to a shelter program and/or SRV/TASS site that fits their needs.
  • Maintain accurate tracking, distribution, and filling of available shelter spaces using priority criteria outlined by the Multnomah County Homeless Services Department.
  • Coordinate among shelter providers and referring partners to problem solve barriers to access, emerging needs, and process improvement.
  • Participate in staff and partner meetings as assigned to support participant access and successful transitions into shelter programs.
  • Maintain accurate, current, and comprehensive participant records, including timely documentation of services in HMIS.
  • Provide regular reports as requested including usage, outcome, and other metrics.
  • Perform high-volume, accurate data entry, ensuring participant records, referrals, and shelter placements are entered in real-time or by the end of each shift.
  • Complete documentation efficiently, including maintaining a typing speed of at least 60 words per minute to support timely and accurate data entry.
  • Ensure all documentation in HMIS and other systems is complete, accurate, and compliant with agency and Multnomah County Homeless Services Department standards.
  • Consistently review and verify data for accuracy, correcting errors promptly to maintain data integrity and audit readiness.
  • Prioritize and manage tasks effectively, including data entry, partner communication, and participant coordination.
  • Follow through on assigned tasks, including communication with partners and coordination of placements, in a timely and professional manner.
  • Respond to internal and external communications within expected timeframes to support efficient coordination and service delivery.
  • Utilize technology systems (e.g., HMIS, Microsoft Office, Teams, email) effectively to support documentation, reporting, and communication.
  • Maintain organized records, files, and tracking systems to ensure accuracy, accessibility, and compliance.
  • Maintain attention to detail and accountability in all aspects of work, including documentation, reporting, and service coordination.
