About The Position

The Senior Vice President, IT Delivery Services, working at the direction of the Chief Information Officer (CIO), provides enterprise leadership and owns assigned areas of the enterprise IT delivery portfolio across complex technology initiatives, involving multi-disciplinary teams and cross business unit interactions. As a member of the Senior IT Leadership Team, this role helps develop, execute, and oversee both short-term and long-term IT strategy, ensuring alignment with the organization’s strategic priorities, business needs, and desired outcomes. This role is accountable for enterprise delivery outcomes, including value realization, operational impact, and adoption of delivered solutions. The Senior Vice President, IT Delivery Services provides enterprise-wide oversight of delivery execution and portfolio prioritization across the initiative lifecycle, from design to deployment and ongoing support. This role is responsible for proactively managing risks, dependencies, and blockers to ensure seamless delivery. The SVP must have a strong understanding of project management, application development, infrastructure, data management and governance, information security, quality assurance, and enterprise architecture and collaborates effectively with these teams to support planning and execution. The Senior Vice President, IT Delivery Services owns and evolves delivery governance frameworks, prioritization processes, and execution standards to ensure consistent, scalable, and high-quality delivery across the organization. The Senior Vice President, IT Delivery Services serves as the lead IT on the Nationwide Multistate Licensing System (NMLS) and State Examination System (SES) responsible for delivery ownership, planning and coordination, risk and issue management, process and execution management and release and deployment coordination. This role ensures alignment of delivery priorities with enterprise strategy, capacity, and funding decisions in partnership with the CIO and business leadership. Requirements

  • B.S. / B.A. degree or equivalent.
  • At least 15 years of program and project management experience.
  • At least 10 years managing complex system integration programs.
  • Demonstrated experience leading enterprise-scale IT delivery portfolios, including prioritization, funding alignment, and cross-functional execution.
  • Previous experience in a leadership position, including building and leading high-performing teams, mentoring, and managing schedules and deliverables.
  • Disclosure of conflicts of interest in financial services companies on at least an annual basis and to proactively avoid such conflicts.
  • Must be eligible to obtain or currently possess a U.S. Government clearance at the Public Trust (NACI) moderate level or higher.
  • Must be an authorized United States citizen.
  • Demonstrated leadership and relationship management skills, with the ability to drive outcomes through influence, alignment, and strong cross-functional partnerships.
  • Expert knowledge of IT delivery governance, portfolio management, and enterprise execution models, with the ability to scale delivery practices across complex organizations.
  • Strong business and strategic acumen, including experience aligning technology delivery to enterprise priorities, operational goals, and long-term growth strategies.
  • Demonstrated expertise in program and project management, risk management, operations management, cost management, governance, outsourcing, and budgeting.
  • Working knowledge of modern technology environments, including cloud computing, agile methodologies, business intelligence, and analytics.
  • Ability to evaluate and integrate complex technical and business information to inform decision-making and drive execution.
  • Demonstrated ability to synthesize large volumes of data into clear insights, implications, and actionable recommendations.
  • Highly collaborative, with strong self-awareness and the ability to effectively navigate organizational dynamics.
  • Ability to operate at both a strategic and operational level, balancing enterprise priorities with execution realities.
  • Demonstrated ability to handle sensitive organizational and business information with a high degree of discretion and judgment.

  • Drive delivery outcomes, including business value realization, operational effectiveness, and adoption of delivered solutions.
  • Translate business needs into effective, sustainable technology solutions in partnership with stakeholders.
  • Partner with IT SLT to ensure alignment of all initiatives with target-state architecture, standards, and long-term roadmaps.
  • Collaborate across infrastructure, security, data, and enterprise architecture domains to deliver cohesive, interoperable solutions.
  • Influence IT direction through contributions to technology strategy, including platform decisions, modernization efforts, and investment planning.
  • Provide technical leadership ensuring solutions are scalable, secure, and maintainable.
  • Evaluate emerging technologies and trends to support practical, value-driven innovation.

  • Establish core delivery practices to increase the effectiveness of CSBS’s ability to deliver IT projects, applications, and systems.
  • Contribute to the maturity of the CSBS delivery lifecycles, including the PMLC, SDLC, STLC, and ITL processes.
  • Develop strategies, manage, and track activities to integrate cross-team efforts and facilitate alignment between team projects; coordinate dependencies across teams, systems, and vendors.
  • Collaborate with key stakeholders to understand requirements, goals, and success measures, and ensure delivery meets their needs.
  • Connect across business units to eliminate siloed thinking, enable cross-functional engagement, and openly share knowledge.
  • Ensure delivery capabilities and frameworks support the integration of AI and advanced technologies in a scalable, secure, and operationally effective manner.

  • Oversee and manage vendor performance to ensure quality and accountability, including setting expectations, monitoring deliverables, addressing issues promptly, and maintaining strong working relationships.
  • Establish and ensure compliance with IT vendor management policies and processes; identify outsourcing needs; and oversee relationships with vendors and contractors providing business support.
  • Manage technology contracts for IT services, licenses, renewals, recompetes and other needs.
  • Oversee budget tracking for IT projects and supporting platform and software costs.
  • Define metrics and analyze data to develop technology delivery optimization strategies.
  • Build and develop a high-performing delivery organization, including leadership capability, workforce planning, and talent strategy.
  • Mentor and support staff in career development.
  • Protect the confidentiality, integrity, and availability of CSBS information and information systems in accordance with CSBS policies and procedures.
