About The Position

The Senior Technical Strategic Information Advisor (HIV) is a key technical position supporting the Department of State Health Assistance Office (DOS/HAO) in Nigeria, with a focus on strengthening the HIV/TB portfolio. The Advisor will support the Nigeria Ministry of Health in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The Advisor will shuttle between the National AIDS, Viral Hepatitis and Sexually Transmitted Infections Control Programme (NASCP) and Department of Health Planning, Research and Statistics (DHPRS) office, in the Nigeria Ministry of Health and Data.Fi as our SI implementing partner ensuring close collaboration with both data management and government planning teams. This position is funded specifically through HIV/TB program resources. The Advisor will provide high-level technical leadership and oversight to ensure that HIV/TB programs utilize high-quality data for planning, implementation, monitoring, and evaluation. A central aspect of the role is supporting partner management by coordinating strategic information processes among HIV/TB implementing partners (IPs), strengthening their data systems, and ensuring harmonized approaches to data collection, validation, and reporting. The Advisor will oversee client verification and data cleaning processes across IPs to promote accurate documentation and reporting of authentic and valid People Living with HIV (PLHIV) and TB clients on treatment. Bridging data systems, epidemiology, and program management, the Advisor will help the Nigeria Ministry of Health, HIV/TB programs, implementing partners, and DOS/HAO make evidence-based decisions to improve overall health outcomes. The Advisor will ensure HIV/TB components are fully integrated into broader health response and health system strengthening efforts, and will lead program monitoring, evaluation, reporting, data analytics, and capacity building initiatives to enhance the life-saving HIV/TB response. Through technical guidance, capacity building, and stakeholder coordination, the Advisor will advance national and global HIV/TB goals and support Nigeria’s journey toward Universal Health Coverage and improved health outcomes.

Requirements

  • Advanced degree in Public Health, Epidemiology, Global Health, or a related field.
  • Minimum of 7 years of progressive experience in strategic information infectious disease, and other public health disease management, or public health program management in Nigeria or similar contexts.
  • Demonstrated expertise in PEPFAR/HIV and TB prevention, testing, diagnosis, treatment, initiation, retention, and viral suppression.
  • Minimum 2 years’ direct experience providing strategic direction or managing HIV/TB programs in the field and or with USG.
  • Proven leadership in designing, implementing, and evaluating HIV/TB programs at scale.
  • Strong experience engaging with government agencies, donors, and international partners.
  • Knowledge of disease control initiatives, HIV/TB interventions, and emergency response systems.
  • Excellent leadership, communication, and team management skills.
  • Excellent written and oral communication in English; proficiency in relevant local language(s) is an advantage.
  • Good computer skills, including familiarity with statistical analytic programs (R, Strata, Power BI, Tableu etc) in addition to Microsoft Office programs is
  • Prior experience working in Nigeria is an advantage.

Nice To Haves

  • Experience with DOS and/or PEPFAR projects is an advantage.
  • Experience with DOS-funded public health programs.
  • Relevant technical experience working in Nigeria and knowledge of local culture is a plus.

Responsibilities

  • Strategic Leadership & Technical Guidance
  • Provide technical oversight to implementing partners (IPs) to ensure compliance with standards and alignment with strategic direction for HIV/TB programs.
  • Coordinate IPs and stakeholders to establish integrated and harmonized data management approaches.
  • Guide the development of strategies for long-term maintenance, local ownership, institutional capacity building, and sustainability of HIV data systems.
  • Lead the alignment of health information strategy with programmatic and organizational goals.
  • Guide evidence-based strategies to reduce HIV/TB quality of care issues and mortality, improve health outcomes, and strengthen health systems in line with national and global health policies.
  • Ensure HIV/TB components are effectively integrated with broader public health response and health systems strengthening activities.
  • Data Systems Strengthening
  • Provide technical support to improve the design, functionality, and interoperability of national HIV data systems (e.g., DHIS2, LIMS, EMRs including LAMISPlus, surveillance data systems).
  • Lead data quality assurance and standardization of indicators.
  • Oversee routine data validation, verification, and triangulation by IPs using standardized methods.
  • Support the strengthening of data governance frameworks (privacy, confidentiality, security, data use agreements) across IPs.
  • Strengthen systems that track patients along the HIV and TB cascades/continuum of care (testing, diagnosis, treatment, initiation, retention, viral suppression).
  • Promote continuous data system improvement through user feedback loops and performance metrics.
  • Monitoring and Evaluation (M&E)
  • Guide routine program monitoring and assess progress toward national and donor targets and goals.
  • Provide technical expertise on monitoring, evaluation, reporting, learning, and data analytics and visualization systems for HIV/TB programs.
  • Lead the establishment of effective and sustainable systems for client verification and data validation & cleaning across IPs.
  • Oversee data management processes including collection, analysis, and use of data to drive decision-making and continuous improvement in HIV/TB outcomes.
  • Monitor key performance indicators for HIV/TB, including quality of care metrics, cascade analysis, biometrics, and client verification indices.
  • Document and disseminate lessons learned, success stories, and innovations in HIV/TB programming.
  • Surveillance & Research
  • Support HIV/surveillance activities, surveys, operational research, and impact assessments.
  • Provide technical assistance to IPs in research, learning, innovation, and evaluation.
  • Support sharing of findings and development & implementation of strategic remedial and improvement plans to address identified gaps.
  • Program Monitoring & Reporting
  • Oversee the collection, analysis, and use of data for monitoring, reporting, project planning, and policy development across HIVprograms.
  • Support the design of assessments and provide briefings to the Health Assistance Coordinator on key findings.
  • Ensure proper engagement with relevant stakeholders to strengthen HIV/TB program and data systems at national and subnational levels.
  • Collaborate with Grant Officer Representatives (GORs) and IPs to ensure activity work plans and monitoring plans include effective performance measures to showcase impact.
  • Support strategic planning & program optimization using data to identify gaps, recommend interventions, and inform strategic planning and resource allocation.
  • Capacity Building
  • Lead capacity building initiatives on data management, digital systems, data quality procedures, data analysis and use, data analytics and visualization.
  • Support the development and deployment of innovative strategies to ensure data availability for program management and decision-making.
  • Provide mentorship to health workers, program staff, and local partners on data-driven decision-making and public health response best practices.
  • Collaboration, Coordination & Stakeholder Engagement
  • Work closely with ministries of health, implementing partners, donors, community organizations, and other key stakeholders.
  • Ensure alignment of SI activities with national guidelines, global standards, and program priorities.
  • Participate actively in all monitoring and evaluation (M&E) and strategic information (SI)-related meetings and technical working groups.
  • Facilitate the sharing of HIVdata and harmonize data collection, indicators, and reporting requirements.
  • Reporting & Communication
  • Support the preparation of reports and responses to a wide range of requirements, including ad hoc requests for information.
  • Draft talking points, speeches, briefing papers, and presentations for the Health Assistance Coordinator.
  • Contribute to annual, mid-term, and periodic planning and reporting activities.
