About The Position

The Senior Advisor will support the Philippines Department of Health, the Philippine Country Coordinating Mechanism (PCCM), and the U.S. Department of State Regional Foreign Assistance section in Manila. The Advisor will provide technical leadership and strategic support for tuberculosis (TB) control and prevention efforts and health systems strengthening initiatives in the Philippines to support in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. This includes supporting the development, coordination, and facilitation of health-related project proposals and initiatives, including but not limited to Global Fund grant applications. The Advisor will ensure that project development aligns with the America First Global Health Strategy, national TB priorities, health systems strengthening objectives, U.S. Government goals, and donor requirements, and will facilitate stakeholder engagement and capacity building throughout the process. Requirements

  • Advanced degree in public health, health policy, international development, or related field.
  • At least 10 years of experience in health program planning, project development, and donor engagement, with demonstrated experience in TB control and prevention and/or health systems strengthening.
  • Demonstrated expertise in donor-funded project development and grant processes, preferably including TB-related programming.
  • Excellent interpersonal skills and ability to work in a cross-cultural work environment.
  • Excellent written and oral communication in English.
  • Excellent written and oral communication in Filipino and/or other relevant local languages.
  • Good computer skills, including familiarity with Microsoft Office programs.
  • Excellent organizational, planning, negotiating, and problem-solving skills.
  • Strong analytical, writing, financial modelling, and facilitation skills.
  • Experience working with governments, civil society, and international partners on health initiatives.
  • Excellent written communication skills are required to prepare regular and ad hoc reports, activity documentation, and briefing papers.

Nice To Haves

  • Experience with USG-funded public health programs, particularly TB control and prevention programs.
  • Technical expertise in TB epidemiology, case detection, treatment protocols, and/or health systems strengthening approaches.
  • Relevant technical experience obtained in the Philippines is preferred.
  • Familiarity with the Philippines TB program structure and national TB strategic plan.

Responsibilities

  • Provide technical and strategic support in the development of health-related project proposals and funding requests focused on TB control and prevention and health systems strengthening, ensuring alignment with national TB strategies, health systems priorities, U.S. Government objectives, and donor guidelines.
  • Review and analyze relevant national TB strategic plans, health systems assessments, programmatic and financial data, and donor guidance documents.
  • Facilitate consultations and dialogues with government, civil society, technical partners, TB-affected communities, and other stakeholders to ensure inclusive input in project development.
  • Draft and refine project proposals, including narrative sections addressing TB prevention, diagnosis, treatment, and health systems strengthening; performance frameworks; budgets; and required annexes.
  • Ensure integration of cross-cutting issues such as gender, human rights, sustainability, and health systems strengthening in all TB-related project development activities.
  • Support coordination with the Country Coordinating Mechanism (CCM), Department of State Regional Foreign Assistance section, and technical partners for validation and endorsement of TB and health systems strengthening proposals.
  • Provide technical advice during donor review and negotiation processes related to TB control and health systems initiatives.
  • Prepare and deliver inception reports, draft and final proposals, summary presentations, and session materials focused on TB programming and health systems strengthening.
  • Submit a detailed monthly report to the U.S. Department of State by the 5th day of the following month. Reporting formats may be adjusted with concurrence from the COR.
